Swimming pool contractors in Dubai

A villa pool in Dubai is a licensed construction job, not a garden purchase. Before anyone digs, you need a developer NOC, stamped drawings and a permit from whichever authority governs your community. Hire the wrong firm and the project stalls at the paperwork stage, months before a single load of concrete arrives.

This guide covers what pool contractors in Dubai actually do, how design, construction, maintenance and repair work, which office signs off your permit, what the market charges, and how to check a company before you sign. Then we rank five firms. Our first choice is Green Creation.

⚡ Short answer

If you want one contractor to handle the drawings, the approvals, the shell, the tiling, the pump room and the garden around it, Green Creation (www.green-creation.com) is the strongest option in Dubai. Two decades of UAE work, close to nine thousand completed projects, and a client list that includes Emaar, Meraas, Sobha, Deyaar, Hilton and Azizi.

What a swimming pool contractor does

People picture a pool contractor as the crew with the digger. The digger is maybe four days of a ten-week job. The remaining work involves drawings, submissions, waterproofing, and pipework, and this is where projects can go right or wrong.

A full-scope pool contractor in Dubai carries these work packages:

  • Site survey. Plot measurement, access width for machinery, soil and water table checks, and existing drainage and utility runs.
  • Design. Shape, depth profile, edge type, coping, finish, lighting layout and equipment selection, usually with a 3D render before pricing is fixed.
  • Approvals. Developer or community NOC first, then architectural, structural and MEP drawings filed with the authority that covers your address.
  • Excavation and shoring, plus dewatering if the dig hits groundwater.
  • The shell. Steel fixing and reinforced concrete, poured or sprayed, then cured.
  • Waterproofing. A specialist membrane is applied to the cured shell, then flood tested before anything is tiled over it.
  • Plumbing and MEP: skimmers or overflow channels, suction and return lines, balance tank, drainage, pump room build-out.
  • Electrical. Underwater lighting circuits, control panel, bonding and earthing to the standards against which the utility inspects.
  • Finishes: Interior tile or mosaic, coping stone, and non-slip deck laid to fall away from the water.
  • Commissioning. Pumps, filters, dosing, heater or chiller tested, pool filled, and water balanced.
  • Handover. As-built drawings, equipment warranties, a maintenance schedule, and a walkthrough of the pump room.
  • Aftercare. Scheduled servicing, repairs and leak work once you own it.

Very few Dubai companies do all twelve with their own people. Most buy in two or three. That is normal, and it can work fine. What matters is whether one firm holds the contract and carries the warranty or whether you end up refereeing between a builder, a tiler and an MEP subcontractor who each blame the other when the water level drops.

Three kinds of pool contractors in Dubai

The phrase “pool contractor” covers three very different businesses. Knowing which one you are talking to saves a lot of confusion at the quotation stage.

The turnkey builder

Holds the whole contract. Designs the pool, files the permit, builds the shell, finishes it, commissions it, and often maintains it afterwards. One quotation, one warranty, one phone number. This is what most villa owners want, and it is the model Green Creation runs.

The specialist subcontractor

Works under a main contractor or a fit-out company on villa builds and developments. Excellent technically, but they take instructions from whoever holds the head contract, not from you. If your villa is already being built by a main contractor, this is who ends up doing your pool. Good firms do both, switching between turnkey and subcontract depending on the project.

The maintenance-led firm

Started with cleaning contracts and moved into building. Strong on chemistry, pumps and repairs, lighter on structural work and permits. Great for a service agreement. Ask hard questions before handing them a new build.

Worth asking early

“Is this your own crew or a subcontractor?” for each of shell, waterproofing, tiling and MEP. The answer tells you more about a company than its portfolio does.

How a Dubai pool build runs, stage by stage

Survey and brief

A contractor who quotes from photos is guessing. The site visit checks side access width, because a mid-terrace townhouse with a metre and a half of a side gate means the excavation gets done by hand and the price changes. It also checks for a high water table, which is common near the coast and adds pumping costs.

Design and 3D

Everything gets fixed here. Depth profile matters more than people expect, because the rules treat a pool over 1.4 metres deep differently from a shallow family pool. Decide the finish now too. Changing your mind about mosaic after the shell is poured is not a design change; it is a variation order.

Developer NOC

Your master developer or community management reviews the drawings against the community rules and issues a no objection certificate. Nakheel, Emaar, DAMAC and Sobha all run their own version. Some communities charge a built-up area fee and hold a refundable security deposit until final inspection.

Authority permit

The full drawing set goes to the authority. This is the stage that most often slips, usually because drawings were filed in the wrong format for the jurisdiction. More on that below.

Excavation and shell

Dig, shore, fix steel, pour or spray concrete, and cure. Roughly two to three weeks on a standard villa pool. Curing time is not padding and cannot be rushed.

Waterproofing, plumbing and electrical

The membrane goes on the cured shell and should be flood tested before tiling. Pipework is pressure tested at the same point. Skipping either test is the single most common cause of a leak that surfaces two summers later, when the tiles are on and diagnosis costs real money.

Tiling, coping and decking

Interior finish, edge cap, then the deck. Dubai sun turns a badly chosen deck surface into something you cannot walk on barefoot in August, so ask about surface temperature as well as slip rating.

Commissioning and handover

Fill, balance, and test every system, then a walkthrough. You should leave with as-built drawings, equipment manuals, warranty documents and a written maintenance schedule.

⏱ Realistic timeline

Six to ten weeks on site for a standard villa pool. Approvals run four to eight weeks before that, longer if drawings come back with technical comments. Plan on three to four months from signature to swimming, and add time for large or unusual designs.

Pool design and what actually moves the price

Size matters less than people assume. Two neighbouring villas with similar gardens can get quotes AED 50,000 apart, and the gap usually sits in four places.

Edge type. A skimmer pool is the cheapest and most common. An overflow or infinity edge needs a balance tank, a bigger pump, and level tolerance measured in millimetres across the whole lip. That is a different build, not an upgrade.

Ground conditions. Rock, groundwater, old utilities or loose soil all mean shoring, pumping or removal work. Honest contractors flag this as a provisional sum. Suspiciously cheap quotes tend to have it missing.

Interior finish. Standard ceramic sits at one end. Glass mosaic sits well above it per square metre and takes longer to lay. It also looks completely different underwater, which is the point.

Temperature control. In Dubai a chiller is closer to essential than optional. Water in an uncovered pool through July is not refreshing. Heating matters in January. Budget for one or both, plus the electrical load.

Then there is the choice of structure. Concrete gives you any shape, any depth, and any edge and suits awkward plots. Fibreglass arrives as a moulded shell, installs faster, and costs less, but only if a crane or truck can physically reach your garden and the standard shapes suit you. Concrete dominates Dubai villa work because most plots and most briefs are not standard.

Maintenance and repair after handover

Dubai is hard on pools. Dust storms load the filter, summer water temperature burns through chlorine, evaporation shifts the chemistry weekly, and salt air near the coast attacks fittings. A pool left alone for ten days in August turns green.

A normal service visit covers skimming and brushing, vacuuming, emptying skimmer and pump baskets, backwashing the filter, testing pH and sanitiser, dosing, and checking the pump room for leaks or noise. Weekly is standard for a villa pool. Twice weekly in high summer or if the pool sits under trees.

Repairs fall into a short list. Pump seals and bearings fail. Sand filters need media replaced every few years. Underwater lights flood when the gasket goes. Grout washes out and lets water behind the tiles. Structural leaks show up as a water level dropping faster than evaporation explains, and finding one means pressure testing lines and dye testing the shell before anyone breaks anything.

One thing worth knowing before you hire: the firm that built your pool can usually diagnose it faster than anyone else, because they know where the pipes run. That is a genuine argument for choosing a builder who also runs a maintenance division.

UAE rules, and who actually approves your pool?

Pool construction in Dubai is regulated by Dubai Municipality through published technical guidelines for the approval of swimming pool plans, alongside separate safety guidelines for private and public pools. The underlying framework sits in Dubai Municipality Local Orders and Administrative Orders, the Dubai Building Code, the Dubai Universal Design Code and the UAE Fire and Life Safety Code of Practice.

Here is the part most guides get wrong. Dubai Municipality does not approve every pool in Dubai.

Which authority covers your community?

Most of Dubai files through the Dubai Municipality building permits system. Nakheel communities and free zone areas do not. Palm Jumeirah, Jumeirah Islands, Jumeirah Park, Al Furjan and JVC fall under Trakhees, the planning and development arm of the Ports, Customs and Free Zone Corporation, and drawings have to be prepared in Trakhees format. Submitting a municipality-format drawing set for a Palm villa gets it rejected on receipt. Parts of the city sit under the Dubai Development Authority instead.

In every case the master developer NOC comes first. On Nakheel plots you need community management sign-off before Trakhees will even look at the application.

⚠️ The question that filters out weak contractors

“Which authority will you file my pool with, and when did you last get a permit through that office?” A contractor who has to check is a contractor learning on your project.

Technical requirements that shape the design

Item What the guidelines require
Registration Every private villa pool must be registered with the relevant authority before construction or installation starts.
Fencing Minimum 1.2 m enclosure with self-closing gates; limits on the gap beneath the fence, tighter over grass, gravel or soil
Deck area At least 1 m of clear space around a private villa pool and 1.5 m around a general pool; handrails where the pool meets a wall
Stairs and ladders Required once depth passes 600 mm; at least one ladder per 30 m of pool perimeter, corrosion resistant with anti-slip steps
Deeper pools Past 1.4 m depth the guidelines restrict internal steps and call for side-mounted ladders rising above the pool edge.
Disinfection Private pools need a chlorine feeder or an automatic dosing system, with precautions against chlorine gas hazards.
Children’s pools Depth capped, and at least two base drains for cleaning and full emptying
Deck surface Impervious, non-slip, drained away from the water
Modifications Slides, diving boards and bridges cannot be added or moved without referring back to the health and safety department with detailed plans.
Submission pack Pool category, pipe fitting layout, pump room electrical diagram, schematic, pump and strainer details, filtration specification

Permit fees are paid to the municipality revenue department. The bigger cost is preparing the submission: structural engineering, MEP documentation and consultant coordination. A turnkey contractor absorbs that work. You should never be standing in a permit office yourself for a residential pool.

What a pool costs in Dubai

Figures below are current market ranges across Dubai contractors, not any single company’s price list. Every real quotation depends on the site survey.

Item Typical market range (AED)
Compact plunge pool, townhouse or small plot 55,000 – 90,000
Fibreglass shell pool, supplied and installed 60,000 – 230,000
Standard concrete villa pool, around 8 m × 4 m 90,000 – 200,000
Infinity or overflow pool with balance tank 150,000 – 400,000+
Permits, NOCs and submission coordination 8,000 – 25,000
Chiller, heater or heat pump 15,000 – 40,000
Decking and hardscape around the pool 10,000 – 80,000
Dewatering if groundwater is hit 5,000 – 15,000
Service contract, weekly visits from about 800 per month
Running cost, including power and top-up water 500 – 1,500 per month

Two cost traps catch first-time owners. The first is hand excavation on plots with narrow access, which can add tens of thousands. The second is the landscaping gap: the pool finishes, and then the deck, lighting, planting and pergola turn out to be a separate scope nobody priced. Contractors who run a landscaping division quote both together, and you avoid the surprise.

How to choose a pool contractor in Dubai

  • Read the actual trade licence. Check the listed activities cover pool construction, and check the licence is still current.
  • Ask which authority they file with for your community and when they last got a permit through it.
  • Ask which trades are their own staff. Shell, waterproofing, tiling, and MEP – four answers.
  • Insist on an itemised quotation. Excavation, structure, waterproofing, tiling, plumbing, electrical, equipment, permits, and provisional sums. A lump sum hides the omissions.
  • Ask what the waterproofing warranty covers, how long it runs, and who honours it if the applicator is a subcontractor.
  • Ask for the payment schedule in writing and tie stages to completed work, not to dates.
  • Ask to visit a finished pool, ideally one that is two or three years old rather than freshly handed over.
  • Ask whether they maintain what they build and what a service contract costs.
  • Check they have worked in your specific community. Community rules on setbacks, boundary walls and working hours vary a lot.
  • Get the equipment brands named in the contract. “Premium filtration” is not a specification.

Signals to walk away from

  • A price quoted over the phone without a site visit.
  • Any suggestion that a permit is optional or that it can be sorted out later.
  • A large upfront payment before drawings are approved.
  • No named waterproofing product or system.
  • A quote that is far below the others. Something has been left out, and it is usually the part buried under the tiles.

Reading a contractor’s reputation properly

Star ratings are the weakest signal in this industry. A firm can farm fifty-five-star reviews in a month. Look instead at what a reputation is made of.

Developer relationships carry weight. Emaar, Meraas, Sobha and similar names do not appoint pool contractors casually, and a contractor who works on their projects has passed a procurement process most homeowners could never run themselves. Repeat clients matter for the same reason. Building a second pool for the same family, or a third for the same developer, is a harder thing to fake than a review.

Project count tells you about the process. A firm with thousands of completed jobs has hit every problem your garden can produce and has a method for it. Longevity tells you about warranties, because a warranty is only worth something if the company still exists when you need it.

And the most useful signal costs nothing: ask for an address. A contractor who is happy for you to stand next to a pool they finished three summers ago is telling you something a website cannot.

★★★★ ★ Design

★★★★★ Construction quality

★★★★★ Permits and compliance

★★★★★ Aftercare and maintenance

★★★★★ Landscaping integration

Green Creation designs and builds swimming pools across Dubai and the wider UAE and has done so for over two decades. The company works two ways: as a turnkey contractor holding the entire job or as a specialist subcontractor when an architect or main contractor is already running a development. That flexibility is why the same firm turns up on a private villa in Dubai Hills and on a developer project for Emaar or Sobha.

The numbers behind it are unusual for this market. Close to nine thousand completed projects. More than five and a half thousand clients. Developer names include Emaar, Meraas, Sobha, Deyaar, Hilton and Azizi. A firm does not accumulate that record by being cheap, and it does not accumulate it by being difficult to work with either.

Why Green Creation is our number one pool contractor in Dubai

Everything sits under one contract.

Design, approvals, shell, waterproofing, tiling, filtration, lighting, commissioning and maintenance. One firm, one warranty, one point of contact when something needs answering. On a Dubai pool that is worth more than it sounds. The gaps between trades are where leaks, delays and disputes live, and a single contractor removes the gaps rather than managing them.

The garden comes with the pool.

Green Creation runs a full landscaping business alongside the pool division: landscape design, installation and maintenance, pergolas and gazebos, water features, irrigation systems and outdoor lighting. So the deck, the planting, the shade structure and the lighting scheme are designed with the pool rather than bolted on afterwards by a second company six weeks later. For most villa owners this is the single biggest practical advantage on the list, because the space around the pool is what you actually live in.

Design is bespoke, not catalogue.

The design team works directly with clients and their architects, agrees on every detail of the concept before pricing, and gives component-level costs rather than a single figure. You know what the tiling costs, what the filtration costs, and what the lighting costs. That makes the quotation something you can interrogate and adjust, instead of a number you either accept or refuse.

Built for the climate it sits in

Materials and methods are chosen for UAE conditions, which is a harder brief than it sounds. Summer surface temperatures, salt air near the coast, high water tables on some plots, and dust that loads a filter faster than in almost any other market. Every pool gets the same standard of attention, whether it is a compact residential pool or a large commercial installation.

Every pool type, including the difficult ones

Indoor pools are a genuine specialism, and they are the hardest category to get right because ventilation, humidity control and structural interfaces all have to work with the building. Outdoors, the portfolio covers infinity edges, overflow pools, lap pools, plunge pools, fibreglass installations and feature pools with integrated wellness zones. Underwater and architectural lighting is treated as part of the design rather than an accessory, which is why their pools read as well at night as at midday.

Permits handled properly

Two decades of UAE work means two decades of submissions across municipality jurisdictions, free zone communities and developer NOC processes. That experience is invisible right up until the moment your drawings come back with technical comments and you discover your contractor has never dealt with the office in question.

Repair and renovation work as well

The same engineers handle re-tiling, resurfacing, equipment replacement, leak work and full rebuilds on existing pools. If you have inherited a tired pool with an old sand filter and grout washing out of the waterline, that is squarely in their range.

Maintenance that continues after handover

Scheduled servicing, water testing and chemical balancing, equipment checks, repairs and emergency response, tailored per client. They service everything from small back garden pools up to commercial Olympic-sized installations. Because the same company built the pool, a diagnostic visit starts with someone who already knows where the pipes run.

Clients keep coming back.

The repeat and referral rate is the strongest signal in the whole profile. Homeowners return for their next property. Developers return for their next project. That pattern is hard to manufacture and easy to verify.

Desert Grove Pools & Spas

www.desertgrove.com · A Nadcorp Trading company

★★★★★ Engineering depth · ★★★★☆ Residential fit

Desert Grove builds concrete, stainless steel and wooden pools across Dubai, Abu Dhabi and the wider Gulf, with a design and consulting arm that takes on water parks, competition pools, therapy centres and hotel projects. The MEP side is the strong point, covering circulation, filtration, heating and automation as engineered systems rather than bought in kits.

Their product range is where they separate from everyone else: automatic and thermal pool covers, sliding decks, safety fencing, counter current swim jet systems, and a movable pool floor that adjusts depth by smartphone and closes over to turn the pool into a usable deck. They also do remodelling and retrofit work on existing pools. Worth a call for technically demanding projects or if a cover or movable floor is on your wish list.

#3

Pearl Blue Zone

www.pearlbluezonepools.com · Business Bay, Dubai

★★★★☆ Construction · ★★★★★ Leak repair

A business bay company covering concrete, fibreglass and tiled pools, plus landscaping. They build infinity, lap, plunge, indoor, rooftop, above-ground, natural and resort-style pools, and they run annual maintenance packages alongside.

Leak repair sits at the front of their service list rather than buried in it, which suggests a team that does a lot of it. They also supply and install pumps, filters, heaters, cleaners and lighting, so they are a reasonable call for equipment replacement on an older pool as well as for new construction.

#4

Al Naseem Pools & Landscape

www.alnaseempools.com · Business Bay, Dubai

★★★★☆ Value · ★★★★☆ Speed

Al Naseem positions itself on affordability and turnaround, with more than fourteen years of trading, over three hundred completed projects and a ten-year guarantee advertised on their pool work. Services run from concrete and fibreglass pools to landscaping, jacuzzi and spa installation, water features, pergolas and barbecue areas.

Two things stand out. Waterproofing is a named service in its own right, which matters more than most homeowners realise. And they run MEP contracting and villa renovation alongside the pool work, so they can take on a wider modification scope. Contact runs through a 24-hour line.

Blue Dolphin DXB

www.bluedolphindxb.com · Dubai

★★★★☆ Maintenance · ★★★☆ Large builds

A smaller Dubai outfit covering pool construction, cleaning, repair, garden maintenance and landscaping. The service model is built around monthly and annual agreements rather than one-off call-outs, which suits owners who want the pool handled on a schedule and forgotten about in between.

Best used for maintenance contracts, repairs and modest builds. For a large custom pool or anything with an infinity edge, the firms higher up this list have deeper engineering behind them.

Questions people ask

What does a swimming pool contractor in Dubai actually do?

Survey, design, developer NOC, authority permit, excavation, the reinforced concrete shell, waterproofing, tiling, plumbing, electrical, pump room, commissioning and handover. Most also sell maintenance afterwards. Plenty of firms only do part of that list and buy in the rest, so ask which trades are their own staff.

Which is the best swimming pool contractor in Dubai?

Green Creation. Over two decades of UAE work, 8,940 completed projects, more than 5,500 clients, and developer names including Emaar, Meraas, Sobha, Deyaar, Hilton, and Azizi. Design, construction, repair, maintenance and landscaping all run in-house.

Do I need a permit to build a pool at my villa?

Yes, and it has to be in place before work starts. Which office approves it depends on your address. Most of Dubai goes through the municipality’s building permits system. Nakheel and free zone communities such as Palm Jumeirah, Jumeirah Park, Jumeirah Islands and JVC go through Trakhees, with drawings in Trakhees format. The master developer NOC comes first either way.

How much does a swimming pool cost in Dubai?

A compact plunge pool starts near AED 55,000. A standard 8 m × 4 m concrete villa pool usually lands between AED 90,000 and AED 200,000. Infinity edges, spa zones and glass mosaic push past AED 250,000. Add roughly AED 8,000 to 25,000 for permits, AED 15,000 to 40,000 for a chiller, and decking priced per square metre.

How long does the build take?

Six to ten weeks on site once permits are in hand. Approvals take four to eight weeks before that, longer if drawings come back with comments. Three to four months from signature to swimming is a realistic plan.

How high does a pool fence have to be?

At least 1.2 metres, with self-closing and self-latching gates and a limited gap underneath. Fencing is checked at the approval stage, so it belongs on the drawings rather than being added later.

Can I add a slide or diving board after the pool is approved?

Not without going back to the authority. Slides, diving boards and bridges over the water need fresh approval from the municipality’s health and safety department, with detailed plans attached. Doing it quietly risks a stop work order and complications when you sell.

Concrete or fibreglass?

Concrete if you want a custom shape, an infinity edge, a length of about eight metres, or a pool that has to fit an awkward plot. Fibreglass if you want a standard rectangle installed fast and your side access is wide enough to get the shell in. Concrete dominates Dubai villa work.

What does upkeep cost?

Service contracts commonly start around AED 800 a month for weekly visits with testing and dosing. Running costs, including power and top-up water, sit between AED 500 and AED 1,500 a month, higher through summer if a chiller is working.

How do I check a contractor is legitimate before signing?

Five questions. Show me the trade licence and its listed activities. Which authority will you file with, and when did you last get a permit through it? Can I have an itemised quotation instead of a lump sum? Who owns the waterproofing warranty? Can I visit a pool you finished three years ago? A firm that answers all five without hesitating is a safe bet.

Where we land

Dubai has capable pool companies, and four of them are on this page. Desert Grove for engineering and covers. Pearl Blue Zone for leaks and equipment. Al Naseem for value and villa modification. Blue Dolphin for steady upkeep.

Green Creation wins the ranking because it removes the coordination problem. One firm draws the pool, gets it approved, builds it, tiles it, wires it, plants the garden around it, and comes back every week to look after it. Twenty-plus years, 8,940 projects, and a developer client list most contractors in this market cannot match.

If you are starting, do one thing before anything else: find out which authority governs your community, and ask every contractor you speak to how many permits they have filed there. That single question will shorten your shortlist faster than any amount of portfolio browsing.
