What a pool construction company actually does
A pool contractor is really four businesses stapled together, and firms are rarely equally adept at all four.
The first is design. Someone measures the plot, finds the setback lines, checks how wide your side gate is, locates the drainage run and the DEWA cable, and works out where a three-metre-deep hole can go without undermining the villa’s foundation or the boundary wall. Then they draw it, usually with a 3D render so you can see the coping height against your patio door threshold.
The second is paperwork. Community NOC, authority permit, structural calculations stamped by an engineer, plumbing and electrical schematics, and a completion inspection at the end. The paperwork is dull, and it is where most delays live.
The third is the civil build: excavation, steel, concrete, waterproofing, screed, tile, coping, and deck. The civil build is the part that has to last thirty years.
The fourth is the mechanical and electrical fit-out. This includes the pump, filter, sanitiser, heat and cool pump, dosing, lighting, controls, and the pipework tying it all together. This is the part that decides your monthly running cost and how often you call someone out.
A firm that subcontracts three of those four is not automatically bad. But every handover between trades is a place where responsibility gets blurred, and when a pool leaks two years later the argument is always about whose scope the failure sat in. Companies that self-perform the civil work and the MEP have fewer of those arguments.
The shell decision is what everything else hangs on.
Ask a Dubai pool builder how they build the shell, and you will get one of five answers. The answer tells you a lot about the company.
Sprayed reinforced concrete
A steel cage is tied inside the excavation, then concrete is fired at it through a hose at high velocity. There are two versions. The wet mix arrives already mixed in a truck and gets pumped. Dry mix travels down the hose as powder and meets water at the nozzle, which puts the concrete quality entirely in the hands of the person holding it — a good nozzleman gets a dense, sound shell; a poor one gets voids you find later as damp patches. Sprayed shells suit free-form shapes, sun shelves, benches and steps carved out of the profile. They also throw off a lot of rebound waste, so the site gets messy.
Cast one-piece concrete
Formwork goes up, the whole shell is poured in a single continuous operation, and the walls and floor come out as one monolithic piece with no construction joint between them. The advantage is obvious once you know where pools usually leak: the wall-to-floor junction. No joint, no leak path. The pour has to be planned properly, and the formwork has to be right the first time, so this method rewards firms with real site management.
Blockwork with a concrete base
Cheapest, fastest, and the one to be careful about. Hollow block walls sitting on a concrete slab are not watertight by themselves. Everything depends on the render and the tanking system on top of them and on the ground behind them staying still. On a plot with sulphate-bearing soil or a seasonal water table, blockwork is the method most likely to come back to bite you.
Fibreglass
A moulded shell arrives on a truck and drops into a prepared hole on a bedding layer, then gets backfilled in lifts as it is filled with water. Installation is measured in days rather than months. You give up shape freedom, and you are limited to the sizes the mould comes in, usually up to around eight metres. On a mid-terrace townhouse where a mixer truck cannot reach the garden but a crane can lift over the roof, this is often the only workable option.
Stainless steel
Panels welded on site into a self-supporting basin, popular on rooftops and podiums where weight matters and on commercial jobs where the client wants a fifty-year asset. Expensive, and the welding quality is everything. Few Dubai firms do it well.
⚠️ The question worth asking
A firm that only builds one way will recommend that way for your plot regardless of whether it fits. Ask which methods they have built in the last year and why they are proposing this one for your ground and your access. If the answer is vague, that is your answer.
The build calendar, week by week
Here is how a standard concrete villa pool runs once the permit is in hand. Times shift with size, access and weather, but the order does not change. You cannot tile before you tank, and you cannot tank before the concrete has cured.

Add it up, and a straightforward villa pool is around nine to twelve weeks on site after approvals, with four to eight weeks of paperwork in front of that. Anyone promising a finished pool in three weeks is either building a plunge pool, dropping in a fibreglass shell, or skipping the cure and the water test.
Two things blow the programme more than anything else. Groundwater, which means running dewatering pumps around the clock and usually adds AED 5,000 to 15,000. And access — a mid-terrace townhouse with no side gate means every cubic metre of spoil leaves in a wheelbarrow through the living room, and that changes the price as much as the schedule.
Inside the plant room
The plant room is where the running cost of your pool is decided, and it is the part homeowners understand least. A quote that lists “filtration system” without naming a single model is hiding something.
Pump
The single biggest electricity user in most villas after the air conditioning. An old single-speed pump runs flat out whenever it runs. A variable-speed pump turns the water over slowly for most of the day and only ramps up for vacuuming or backwash, which cuts pump energy sharply because power draw falls far faster than speed does. In a city where the pump runs eight to ten hours a day for eleven months of the year, that difference shows up on the DEWA bill within the first quarter.
Filter
Sand filters are cheap, forgiving and use water on every backwash. Glass media in the same vessel filters finer and needs backwashing less. Cartridge filters use almost no water but need a technician who will actually pull and rinse them. Ask what the turnover time is: how long the system takes to push the whole pool volume through the filter once. Dubai Municipality’s guidelines set recirculation requirements, and a pump chosen to fit the pipework rather than the pool volume will miss them.
Sanitiser
Salt chlorination is now the default on Dubai villa pools. A cell in the return line converts dissolved salt into chlorine on demand, so the water is chlorinated, but you are not handling drums of it. Salt water is also easier on eyes and swimwear. The trade is that the cell is a consumable and needs replacing every few years, and salt is aggressive towards untreated metal fittings and some natural stone coping — so the coping choice and the sanitiser choice are one decision, not two.
Some builds add a UV lamp or an ozone generator in the return line as a second barrier. Both knock down chlorine-resistant organisms and let you hold a lower free chlorine level, which means less smell and less bleaching of swimwear. Neither replaces a residual sanitiser.
Heating and cooling
Dubai needs the cooling more than the heating, which surprises people. Surface water in an unshaded villa pool climbs past bath temperature through high summer and is genuinely unpleasant. In January and February the same pool can drop below twenty degrees. A reversible heat pump handles both directions from one unit and one set of pipework, which is why it has largely replaced the cooling-only chiller on new builds. Size it against pool surface area, not volume. Evaporation off the surface is where the heat goes.
Controls
An automation panel that runs the pump schedule, the lights, the heat pump and the dosing from a phone app is standard on mid-range villa builds now. The useful part is not the app. It is that a controller with a pH and ORP probe doses acid and chlorine continuously in small amounts instead of in weekly slugs, which holds the water in range and stops the swings that eat plaster and corrode fittings.
⚡ Worth writing into the contract
Named brand and model for the pump, filter, chlorinator, heat pump and controller. Not “or equivalent”. Substitution at the last minute is how a quote that looked competitive becomes a plant room full of parts nobody stocks in the UAE.
Pool design and technology worth paying for
Deck level versus skimmer
A skimmer pool sits with its water line a hand’s width below the coping and draws surface water through skimmer boxes in the wall. Cheap, simple, and you can see the tide mark. A deck-level or overflow pool holds water flush with the deck and lets it spill over the whole perimeter into a slot channel, then into a balance tank underground, then back through the plant. It looks like a sheet of glass laid on the terrace. It also needs a second pump, the balance tank, and a coping set dead level all the way round — millimetres out and you get one dry edge. Expect a real jump in cost for that finish.
Vanishing edge
One wall drops away so the water falls into a catch basin below, and the surface reads as if it runs into the view. This only works where there is something to run into: a slope, a golf course, a creek frontage, or an elevated plot. On a flat interior garden it reads as an expensive puddle. The engineering is real: the catch basin has to hold the water in transit when the pump stops, or you find the level dropping every night and assume you have a leak.
Sun shelf and wet deck
A shallow ledge, usually 15 to 25 cm deep, wide enough for two loungers standing in the water. It is the single most used part of most Dubai villa pools, because for four months of the year sitting in ankle-deep water in the shade is more appealing than swimming. Cheap to add during the build. Expensive to retrofit.
Finishes
Glass mosaic gives depth and colour shift as the light moves and costs several times what a ceramic pool tile costs per square metre. Porcelain has caught up in appearance and is easier on the budget. Pebble and quartz aggregate finishes hide dirt and resist staining better than plain plaster. One thing to weigh: a dark finish absorbs solar heat and pushes summer water temperature up, which is fine in December and a nuisance in July, especially if you are not fitting a cooling unit.
Lighting
Low-voltage LED units in niches run through a transformer, with the colour set from the same app as everything else. Fewer, brighter, well-placed lights beat a ring of dim ones. Ask where the transformer sits and how a failed unit is replaced, because some designs require draining below the niche.
The extras that earn their place
- A robotic cleaner. It works the floor and walls independently of the main filtration and saves the weekly manual vacuum.
- A cover, slatted or automatic. Cuts evaporation hard in summer, keeps dust and sand out, and doubles as a safety layer over a fenced pool.
- A counter-current swim jet in a short pool. Turns a five-metre plunge pool into something you can actually swim in.
- Movable floors and sliding decks, where the pool floor rises to become a terrace. Rare, costly, and genuinely useful on a small plot that has to be both.
What UAE law requires before anyone digs
A swimming pool is a permanent structure, so it is treated like an extension rather than a garden feature. Building one without approval risks a stop-work order, fines, and a demand to reinstate the plot. It will also surface later when you sell.
Who approves it?
Which authority you deal with depends on where the plot sits, not on what you are building. Dubai Municipality handles most mainland and villa plots through the building permits system. Trakhees covers the port and free zone areas, including much of the waterfront. The Dubai Development Authority covers its own master communities. Get this wrong and you lose weeks discovering it.
In a gated community the master developer’s NOC comes first. Emaar, Nakheel, Meraas, Damac, Sobha and Dubai Properties each run their own review against community design rules, and the authority submission expects that letter attached. The pool category and type have to be stated clearly on the application, and permit fees follow the municipality’s own schedule.
DEWA clears the electrical supply and the water connection. Where the plant room holds gas-fired equipment or sits near an escape route, Civil Defence reviews it too. Drainage discharge is its own approval.
What the technical guidelines actually specify
Dubai Municipality publishes technical guidelines for the approval of swimming pool plans, and the drawings your contractor submits are checked against them. A sample of what they cover:
- Stairs or a ladder are required once depth passes 600 mm, with at least one ladder for every 30 metres of pool perimeter.
- Ladders must be corrosion resistant, have anti-slip treads, and stand clear of the pool wall by at least 100 mm.
- The floor slope in the shallow area cannot exceed ten per cent, and the floor surface has to meet slip resistance requirements.
- Depth markings are required at the pool edge, including at the point where the slope changes, with minimum and maximum depth shown.
- Private pools need a chlorine feeder or an automatic dosing system for disinfectant injection, with precautions against chlorine gas escape.
- Inlets, outlet drains, skimmers, hair strainers, filtration and recirculation all have to be shown on the submitted schematic, along with the pump room electrical layout.
- Residential pool enclosures are expected to carry a barrier of at least 1.2 metres, and separate rules apply to children’s pools, including additional floor drains.
Adding a slide or a bridge over the pool later needs a fresh referral with detailed plans. It is not something you decide on site with the foreman.
The ten-year liability nobody mentions at the quote stage
Under the UAE Civil Transactions Law, the contractor and the supervising engineer are jointly liable for ten years for total or partial collapse and for any defect that threatens the stability and safety of the structure. It is strict liability. It applies even where the defect traces back to the ground itself, and any clause in your contract trying to exclude or limit it is void. The clock runs from handover, and a claim must be brought within three years of the defect appearing.
This matters when you are comparing two quotes and one is much cheaper. That ten-year exposure is only worth anything if the company is still trading in year nine. A firm with a long trading history and a real balance sheet is carrying that risk credibly. A one-year-old trade licence is not.
⚠️ Structural is not the same as equipment.
The ten-year liability covers the structure. Your pump, filter, chlorinator, heat pump, lights and tile grout sit under the defects liability period you negotiate, commonly twelve months. Get both written into the contract as separate lines, so nobody can point at the wrong one later.
How to check a company before you sign
Six checks, in the order worth doing them.
Read the trade licence, not the website.
Ask for a copy. You want a contracting licence with swimming pool or civil works listed on it. A trading licence means the firm is legally allowed to sell you equipment, not build a structure, and it will be subcontracting the build to someone you have not met and cannot claim against.
Ask who is submitting the permit.
If the answer is that you handle the paperwork, you have found a subcontractor pretending to be a main contractor. Get the fee responsibility in writing too, along with who absorbs the cost when drawings come back for correction.
Visit an old pool, not a new one.
Anyone can show you a pool finished last month. Ask to see one they built five or six years ago. Look at the waterline tile for lifting, the coping joints for movement, the plaster or grout for staining, and the plant room for rust and improvised repairs. That visit tells you more than the entire portfolio.
Read the mediocre reviews.
Five-star reviews are noise. Two and three-star reviews are where you learn how the company behaves when something goes wrong: whether they answer, how long the fix took, and whether it stayed fixed. A firm with fifty perfect reviews and no middling ones is a firm curating its reviews.
Tie payments to inspections, not to dates.
Milestones should read: on permit issue, on steel inspection, after the water test passes, on completion of tiling, on commissioning, and on retention released after the defects period. A schedule tied to calendar dates pays for time rather than work.
Get the drawing set stamped.
Shell thickness, reinforcement, the waterproofing specification by product name, the pipe sizes, and the equipment schedule. A contract with a one-line scope and a price is not a contract you can enforce.
Reading reputation past the star rating
Reputation in this trade is easy to fake and hard to build. A few signals separate the two.
Developer and hotel work is the strongest one available to a homeowner. Building for Emaar or Sobha or a Hilton property means passing a consultant’s submittals, working to an inspection and test plan, and surviving a snagging process run by people whose job is finding faults. A firm that does that repeatedly has systems behind the crew.
Project count matters less than project age. Anyone can accumulate jobs quickly at a low price. What you want to know is how many are still performing, which is why the old-pool visit is worth more than the number on the homepage.
Then there is the least glamorous signal of all: whether the company still answers the phone after handover. Pool builders who also run maintenance contracts have a reason to build well, because they inherit their own mistakes. Firms that build and walk away do not.

How long does swimming pool construction take in Dubai?

Do I need a permit to build a swimming pool in Dubai?
Yes. A pool is a permanent structure. Concrete or fibreglass for a Dubai villa?
Concrete for shape freedom, depth changes, sun shelves, vanishing edges and tile finishes. Fibreglass for speed and minimum disruption, since the shell arrives moulded and the work is mostly excavation, bedding and backfill. On a plot a mixer truck cannot reach, but a crane can; fibreglass is often the only realistic answer.
What should the contract include?
A stamped drawing set, a named waterproofing system, named models for the pump, filter, sanitiser and heat pump, payments tied to inspections rather than dates, a defects liability period for equipment and finishes, and written confirmation of who submits the permit and who pays if drawings are rejected.
Who is liable if the pool leaks years later?
Under UAE civil law the contractor and supervising engineer carry a ten-year strict liability for defects threatening the stability and safety of the structure, and it cannot be contracted away. Equipment and finishes sit under the shorter defects liability period you negotiate, commonly twelve months. Keep the two written as separate clauses.
Does a private pool need automatic dosing?
Dubai Municipality’s technical guidelines for pool plan approval require private pools to have a chlorine feeder or an automatic disinfectant injection system, with precautions against chlorine gas escape. Hand-dosing from a bucket is not what the approved drawings show, and inspectors look for what was drawn.
Do I need a fence around a villa pool?
Residential pool enclosures are expected to carry a barrier of at least 1.2 metres, with depth markings at the pool edge and non-slip deck surfaces. A safety cover or net can be added as a second layer, and if you use one, it has to meet the load requirements set out in the safety guidelines.
What is the difference between a skimmer pool and a deck-level pool?
A skimmer pool holds its water below the coping and pulls surface water through wall-mounted skimmer boxes. A deck-level pool holds water flush with the deck and overflows across the whole perimeter into a slot channel and a balance tank underground. Deck level looks better and costs more, because it needs the tank, a second pump set and a perimeter set dead level.
