What a swimming pool company actually does
A swimming pool company in Dubai is really four businesses sharing an office. There is a design desk that draws the pool and gets it approved. There is a build crew that digs the hole and puts the shell in the ground. There is a service department that turns up every week with test kits and a vacuum head. And there is a repair and renovation team that fixes what the first three got wrong, or what fifteen summers did to a pool somebody else built.
Very few companies run all four well. Most companies are strong in one area and subcontract the others. That is not a problem, but you should know which one you are hiring, as the sales pitch rarely tells you.
The four kinds of company you will meet
The first is the design and build contractor. It holds a contracting licence, employs engineers and site supervisors, and takes the pool from drawing to water. This is the type you want for a new villa pool.
The second is the service company. Its business is weekly visits and chemical supply. It will quote for a new build, then hand the shell to a subcontractor. The pool usually turns out fine. The problem appears two years later when the waterproofing fails and the subcontractor no longer exists.
The third is the equipment trader. It imports pumps, filters, chlorinators and covers and sells installation as an add-on. Good source for a plant room upgrade. Wrong choice for structural work.
The fourth is the landscaper who added pools to the price list. Sometimes this is the strongest option in Dubai, because the pool is never a standalone object. It sits inside a deck, a garden, an irrigation network and a lighting scheme, and those things get built in the same three months. But it only works when the landscaping firm employs real pool engineers rather than a foreman who has watched it done. The four jobs, plainly stated

The gap nobody puts in the quote
Here is the most common expensive story in Dubai pool ownership, and it has nothing to do with build quality.
A villa owner builds a pool with contractor A. The build finishes, the crew leaves, and the owner signs a cheap monthly service contract with company B because B was AED 400 a month and A quoted AED 900. Three years later the water level drops faster than evaporation explains. The owner calls B. B says the shell is leaking, and that is a construction defect. The owner calls. A. A pulls up the service logs, sees pH sitting at 7.9 with calcium hardness never recorded, and says aggressive water chemistry attacked the grout, so it is a maintenance failure. Both are partly right. Neither pays. The pool stays empty through the one season anyone wants to swim in it.
Splitting the work across companies is what creates that argument. It is also completely avoidable. When one company designed the pool, built it, holds the structural warranty, and sends the technician every week, there is nobody left to point at. The service log and the as-built drawing sit in the same office.
⚠️ The question to ask on the first call
“If this pool leaks in year three, who fixes it and who pays?” A company that owns the whole chain answers in one sentence. A broker starts explaining the difference between structural and mechanical warranties. Listen for the hesitation.

Pool design, done properly
Good pool design in Dubai starts with the plot, not the pool. A designer who opens with a mood board before visiting the site is selling you a picture.
What the survey has to establish
Where the groundwater sits, first of all. Large parts of Dubai carry a high, saline water table, and that decides whether the job needs dewatering, a thicker slab, and a hydrostatic relief valve. Then setbacks from the plot boundary and the villa footings, existing drainage and irrigation lines, and whether a machine can physically reach the back garden. A mid-terrace townhouse with a 900 mm side gate means the spoil comes out by wheelbarrow, and that changes the price before a single line is drawn.
Sun path matters more than people expect. A pool with no afternoon shade in a west-facing garden will read above 35°C in August, which is warm bath territory, and the owner ends up buying a chiller that could have been designed out with a pergola or a shifted footprint.
Overflow or skimmer
This is the decision with the longest consequences. A skimmer pool holds the water level roughly 100 to 150 mm below the coping and pulls surface debris through wall-mounted skimmers. Cheaper to build, simpler to run, slightly less pretty. An overflow or deck-level pool holds water flush with the coping and lets it spill into a channel, then a balance tank, then back through the plant. It looks better in every photograph ever taken. It also needs a balance tank, extra pumps, a level control, and more pipework, and it loses more water to evaporation. Expect the overflow version of the same pool to cost 30 to 50 per cent more to build and noticeably more to run.
Depth, steps and the things families regret
Most Dubai villa pools work best at 1.2 m to 1.5 m with a gentle slope. Deep ends beyond 1.8 m add water volume, chemical cost and heating cost, and almost nobody uses them. Dubai Municipality guidance limits the shallow-end floor slope to about 10 per cent, requires ladders or steps for water deeper than 600 mm, and expects a ladder roughly every 30 m of pool perimeter. Sun ledges at 250 to 350 mm deep get used constantly. So do wide entry steps that double as seating.
The plant room is part of the design, not an afterthought.
Pump room layout, sterilisation method and water turnover calculations form part of the permit submission, so the plant room has to be located and sized during design. Put it too far from the shell, and the pipe runs get long, head loss climbs, and the pump draws more power for the life of the pool. Put it below grade without proper drainage, and the first pump seal failure floods it.
Pool construction and what to inspect
You do not need to understand concrete to supervise a pool build. You need to know which four moments to turn up for.
Steel, before the concrete goes in
Photograph the reinforcement cage. Check that the bar spacing matches the drawing and that spacers are holding the steel off the ground so the bars end up inside the concrete rather than touching soil. Dubai groundwater carries chloride, and chloride reaching rebar is the slow failure that cracks a shell from the inside years later.
Waterproofing, before the tiles
Ask which system is being used and get the product name in writing on the quote. A cementitious slurry, a liquid-applied membrane and a crystalline admixture are three different approaches with three different warranties. Whichever is chosen, the wall-to-floor joint and the pipe penetrations are where pools leak. Watch those get detailed.
The water test
The shell should be filled and left standing for at least 48 to 72 hours with the level marked before any tile is fixed. Any competent contractor does this without being asked. Any contractor who skips it to save four days is telling you something.
Commissioning
At the end, the pump, filter, chlorinator, lights and controller get run and set. The turnover rate should be checked against the calculation submitted with the permit, not guessed. Ask for the filter pressure reading on clean media, written down. That number is the baseline every future backwash decision is measured against, and most owners never get it.
Typical programme: two to six weeks for approvals, six to eight weeks on site for a small pool, eight to twelve weeks for a standard villa pool, and twelve to twenty weeks for an infinity pool with a balance tank. Imported tile is the usual reason a date slips.
Pool repair and why Dubai pools fail
Dubai is hard on pools in specific, predictable ways.
Water temperatures above 30°C for months at a time speed up every chemical reaction in the water, including the ones eating grout. Evaporation of six to ten millimetres a day concentrates calcium and salt, so a pool topped up with hard water and never partly drained will scale. Saline groundwater outside the shell pushes chloride toward the steel inside it. And a summer of running an undersized pump against a clogging filter cooks bearings.
The eight faults repair crews see most
- Grout washing out at the waterline, then tiles debonding in sheets.
- Leaks at the skimmer throat, where the plastic body meets the shell.
- Failed light niches and flooded conduit.
- Movement cracks at the deep-end transition, usually from poor compaction under the slab.
- Waterproofing breakdown at the wall-to-floor joint.
- Scaled salt cells and calcium-crusted heat exchangers.
- Pump seal failure, often after the plant room flooded once already.
- Balance tank level probes that stick so the pool either overflows or runs the pump dry.
How a leak should be traced
In order: mark the level and run a bucket test to separate a real leak from evaporation. Then isolate the circulation and see whether the loss rate changes, which tells you whether the water is going through the pipework or the shell. Then dye test the suspect fittings and joints. Pressure test the lines. Only then start opening anything. A company that arrives, looks at the pool, and immediately quotes for full re-tiling has skipped every diagnostic step and is selling the most expensive answer.
The draining problem
Emptying a pool in Dubai is not free and not always safe. Where the water table is high, an empty shell can float or crack, which turns an AED 4,000 repair into a rebuild. Refilling an 8 m by 4 m pool means paying for 60 to 80 cubic metres of water and then rebalancing it from scratch. Pool maintenance that is worth paying for
A neglected pool in a Dubai summer goes green in about a week. That is the easy part to notice. The expensive damage is invisible: water that sits slightly acidic for six months quietly dissolves grout and corrodes metal fittings, and nobody sees it until the tiles move.
What one proper visit contains
Test pH, free chlorine and temperature. Empty skimmer and pump baskets. Brush walls, steps and the waterline. Vacuum. Check filter pressure against the clean-media baseline and backwash only if it has risen enough to need it. Dose based on the test result, not habit. Check the pump, the chlorinator output and the light seals. Write it all in a log the owner can read.
Done properly, that is 45 to 60 minutes on a standard villa pool. Which is the arithmetic that exposes cheap contracts: a technician can cover six to eight pools a day at that pace. If a company is charging AED 350 a month for weekly visits, the same technician has to cover twelve to fifteen pools a day, and twenty minutes on-site, including travel, is not a service visit. It is a photograph of a pool.
Things a good service company does that a cheap one never will
- Tests the fill water, because DEWA supply hardness varies, and it decides how fast calcium builds up.
- Tracks cyanuric acid, which creeps upward every time stabilised tablets are used and eventually blocks the chlorine from working.
- Refuses to drop tablets in the skimmer, which sends undiluted acidic water straight through the pump.
- Records calcium hardness and total alkalinity, which cheap contracts never mention.
- Replaces filter media on a schedule rather than when it fails, at roughly AED 1,200 to AED 3,000 depending on filter size.
The handover file you should demand
Most villa owners in Dubai receive a set of keys to the plant room and nothing else. Then, four years on, a different company arrives to fix something and has to guess where the pipes run. Agree to this list before you sign, and put it in the contract as a condition of the final payment.

Pool rules and law in Dubai and the UAE
Pools are regulated in Dubai, and the rules bite hardest at two moments: before you dig and when you try to sell the villa.
You cannot start without approval.
Private pools at a villa must be registered and the plans approved before construction or installation begins. For most of Dubai that runs through Dubai Municipality, submitted through the building permits system with the pool type stated as ‘private’ or ‘general’. Properties inside port and free zone areas fall under Trakhees, and certain districts sit with the Dubai Development Authority. If your villa is in a master community such as an Emaar, Nakheel or Dubai Properties development, the developer NOC comes first, and it is where most delays happen. Approvals typically take two to six weeks.
The same rule applies to changes. Adding a diving board, a slide or altering the pool later needs approval as well, which surprises owners who assume a renovation is invisible to the authorities.
Safety requirements that get checked
- A barrier or fence around the pool, minimum 1.2 m high, with a self-closing and self-latching gate.
- Non-slip decking and clear depth markings.
- Ladders or steps where the water is deeper than 600 mm, set clear of the wall, with handrails.
- Anti-entrapment drain covers and a properly designed suction arrangement.
- A deck or walkway around shared and public pools, generally at least 1.2 m wide.
- Automatic dosing or a chemical feeder, plus filtration sized to the calculated turnover.
Shared pools in buildings, hotels, schools and clubs carry a heavier set of duties: daily testing logs, periodic microbiological sampling, a written safety management system, trained supervision and clarity requirements for the water. Building owners and operators, not residents, carry those obligations.
Ten-year liability, which cannot be signed away
Under the UAE Civil Transactions Law, the contractor and the supervising engineer carry strict liability for ten years for total or partial collapse and for defects that threaten the structure’s safety and stability. That liability applies even where the defect traces back to the ground itself, and any clause attempting to waive or limit it is void. Claims must be brought within three years of discovery. A separate contractual defects liability period, usually twelve months, covers the non-structural items.
This is a strong protection, and it is also a reason to care whether the company will exist in a decade. A ten-year claim against a firm that closed in year two is a piece of paper.
Check the licence activity, not the logo.
Ask for the trade licence and read the activity line. Swimming pool contracting is a contracting activity. A general trading or technical services licence means somebody else is doing the structural work, whatever the website says. Ask which engineer stamps the drawings, and ask for the municipality contractor classification if the job is large.
How to choose between pool companies
Seven checks, in the order they are worth doing.
1. Read the licence.
Contracting activity, current expiry date, company name matching the one on the quote and the bank details. Mismatches here are the beginning of most bad stories.
2. Ask what is done in-house.
Design, structure, waterproofing, tiling, MEP, servicing. Count how many are subcontracted. Each one is another party who can deny responsibility.
3. Visit an old pool, not a new one.
Ask to see something built at least five years ago. Look at the waterline tiles, the grout, the coping joints and the plant room. A five-year-old pool that still looks tight is worth more than a portfolio of freshly filled ones.
4. Make the quote itemised.
Excavation, dewatering, steel, shell method, waterproofing product, tile type and size, filtration, pump model, dosing, lighting, coping, permits and NOC fees. A single lump sum hides everything that will later be called an extra.
5. Split the warranty in writing.
Structural cover on the shell and waterproofing is one thing. Equipment cover, passed through from the manufacturer, is another. Get both with start dates, durations and exclusions.
6. Tie payments to stages
Mobilisation, steel, shell, waterproofing, tiling, commissioning, handover. Keep a retention of five to ten per cent until the handover file is delivered. Large upfront payments are the most common way owners lose money on pool projects in Dubai.
7. Ask how much capacity they have.
How many crews? How many service technicians? What is held in the van and what is ordered. Who answers on a Friday when the pump fails? Capacity is what turns a warranty into a repair.
⚠️ On the cheapest quote
A pool quote 30 per cent below the others is usually thinner concrete, less steel, a cheaper waterproofing system, an undersized pump, or all four. None of it shows on the day the water goes in. All of it shows by year five, and by then the discount is spent several times over.
Checking reputation without trusting star ratings
Ratings on their own are close to useless in this market. Here is what actually tells you something.
- Read only the two- and three-star reviews. Five stars tell you a pool got built. Three stars tell you what happened when something went wrong.
- Look for developer and hospitality clients. A firm delivering pools for Emaar, Meraas, Sobha or a hotel group has passed procurement checks, insurance checks and site safety audits that no villa owner could run alone.
- Check how long the company has traded under the same licence. Pool contracting in Dubai has a lot of firms that reopen under new names.
- Ask for two references with pools older than five years, and call them. Ask one question: what happened the last time you had a problem.
- Look at the maintenance side of the business. A company that keeps servicing what it builds is exposed to its own workmanship every week. That exposure is the best quality control there is.
