Best swimming pool contractors in Dubai and the seven tests that separate them

The best swimming pool contractors in Dubai can all be picked out with the same seven questions, and every one of them has a number for an answer. This guide borrows those numbers from British, American and Australian pool standards, sets them beside Dubai Municipality’s own rules, and shows how Green Creation answers each one.

⚡ Short answer

Ask each firm for seven figures before you compare prices: the water loss allowed in the shell test, the turnover time, the pipe water speed, the drain cover flow rating, the barrier height, the water chemistry targets and the yearly running cost. Good pool contractors in Dubai give all seven at the quotationtion stage. We do, and we agree on on the cost of every component with you before work starts.

Why we borrow tests from abroad

Dubai has clear rules for getting a pool approved. Dubai Municipality publishes technical guidelines for pool plans, and they cover the things an inspector can read off a drawing: how many drains, how wide the deck, and and how fast the water turns over. We set them out in our guide to pool regulations and again further down this page.

What an approval cannot do is stand beside the excavation. Nobody from the authority watches the shell being filled and held for three days. Nobody measures how fast water moves through a buried pipe. Those checks are left to the contractor, and that is where swimming pool construction companies in Dubai differ most.

Britain, the United States and Australia have had private pools in large numbers for a long time, and their trade bodies have written down pass marks for exactly these site checks. Britain has a structural code for water-retaining concrete and a detailed pool water code. America has a pool and spa code with limits on pipe speed and drain covers. Australia has the strictest child barrier standard we know of.

None of this is law in the UAE. It doesn’t need to be. A pass mark copied into your contract binds the builder just as well. Many villa owners here grew up with these rules at home, and they are surprised to find that a quote in Dubai can leave all of them out.

The seven tests on one page

Here is the whole method in one table. The rest of the page explains each row, with the sums worked through for an ordinary family pool of 8 by 4 metres.

Test Borrowed from Pass mark Dubai position What to ask the contractor
1. Shell water test The Britishtish water-retaining concrete code and the American tightness test UK: level drop of no more than 1/500 of average depth over 7 days. US: no more than 0.1% of volume per day over 3 days. Both after evaporation is deducted. Not witnessed by the authority Will you hold the shell full before tiling and give me the readings?
2. Turnover time American pool energy standard 6 hours for a home pool Dubai Municipality asks for 4 hours, which is stricter.. What flow does the pump give at the real system pressure?
3. Pipe water speed International Swimming Pool and Spa Code 1.8 m/s on suction, 2.4 m/s on return No site check.. What diameter is each line,, and how fast is the water moving?
4. Drain safety American suction fitting standard Covers certified for a stated maximum flow Two main drains are are required.. Which cover model, and what is its rated flow?
5. Child barrier Australian pool barrier standard 1.2 m high, gaps of 100 mm or less, 900 mm clear zone outside, self-closing gate About a a 1.2 m barrier How does the gate close and latch?
6. Water quality British pool water code Free chlorine at least 0.5 mg/l, pH 7.2 to 7.4, combined chlorine under half the free chlorine Free chlorine 1 to 3 mg/l, pH 7.2 to 7.8 What targets do you hand over, and how are they held?
7. Running cost US Department of Energy guidance A cover cuts top-up water by 30 to 50% and chemicals by 35 to 60%.. No requirement for private pools What will this pool use in power and water each year?

Seven rows. A serious builder can fill in the last column in one meeting.

Test 1: the shell holds water before anyone tiles it..

A concrete pool is a tank first and a design feature second. Once tile and grout go on, a leak becomes hard to find and expensive to reach. So the shell should be proved while it is still bare.

The British code for water-retaining concrete describes a seven-day hold. The level may drop by no more than one five-hundredth of the average depth, or 10 mm, whichever the engineer specifies, once evaporation has been taken off. On a pool with an average depth of 1.4 metres that is 2.8 mm in a week. Tight.

The American tightness test for concrete tanks is shorter. The shell cures for 28 days, then it is filled and read every 12 hours for three days. The loss allowed is 0.1 per centt of the volume in 24 hours, again with evaporation excluded. Our 8 by 4 metre pool holds about 45 cubic metres, so the limit is 45 litres a day. Spread over 32 square metres of water, that is a drop of 1.4 mm.

Why does does evaporation changeeverything here??

In London a pool might lose a millimetre or two a day to the air. In Dubai in August the figure is commonly 5 to 10 mm, several times the leak limit itself. A contractor who fills the shell, glances at it two days later and says it looks fine has tested nothing.

The fix is simple and cheap. A container of the same water sits on the top step, in the same sun and wind. Mark both levels. After each 12-hour period, eriod, the difference between the two drops is the leak. If the pool has fallen 9 mm and the container 8 mm, the shell is losing 1 mm a day and passing..

We describe the full sequence in our step-by-step account of the build and in our notes on quality and safety during construction. If a pool is already tiled and losing water, the method is different, and our leak detection guide covers it.

⚠️ Put this in the contract..

Write the test into the payment schedule. The tiling stage payment should be released only after the water test readings have been handed to you. It costs the contractor a few days and saves you from the most expensive mistake in pool building.

Test 2: the water is filtered fast enough..

Turnover is the time it takes for a volume of water equal to the whole pool to pass through the filter. Short turnover means cleaner water. It also means a bigger pump and bigger pipes, which is why a cheap quote stretches it.

The American energy standard for home pools works on six hours. Dubai Municipality asks for four. That is one case where the local rule is tougher than the imported one, and with good reason: warm water, strong sun and airborne dust use up chlorine far quicker here than in Sydney or Surrey.

The sum for an 8 by 4 metre pool

Length 8 m, width 4 m, average depth 1.4 m. Volume is 44.8 cubic metres. Divide by four hours and the pump has to deliver 11.2 cubic metres an hour. At six hours it would need only 7.5.

The catch is the phrase “at the real system pressure”. A pump label shows its best flow with nothing attached. Push that water through a sand filter, a chiller, forty metres of pipe and a dozen bends, and the flow falls. So the question to ask is which point on the pump curve the designer used. A builder who has done the calculation will name a figure. One who hasn’t will tell you the pump is “1.5 horsepower, plenty”.

More on this in our pages on hydraulic flow rate assessment, filtration system engineering and choosing a filtration system.

Test 3: the pipes are big enough..

This is the least glamorous item on the list and the one most often cut. The pipepipe is buried under the deck. Nobody sees it again. Dropping one size saves the builder money on every metre and every fitting.

The International Swimming Pool and Spa Code, used across the United States, caps water speed at 6 feet a second in suction pipes and 8 feet a second in return pipes. That is 1.8 and 2.4 metres a second. Faster water means more friction, more noise, and a pump that works harder for its whole life.

Back to our pool. It needs 11.2 cubic metres an hour. Through a 50 mm pipe,er travels at close to 2 metres a second, already over the suction limit. Through a 63 mm pipe,, it slows to about 1.2 or 1.3. The larger pipe costs a little more on day one. The smaller one costs more on every DEWA bill afterwards.

Undersized pipework is also behind many of the faults we are called to fix on pools built by others: noisy pumps, air in the basket, weak return jets. See pump and motor diagnostics and common pool faults and their fixes.

Ask for a pressure test too. Before the trenches are backfilled, the lines should be capped, pumped up and left on a gauge. If the needle falls, there is a bad joint, and it is far easier to find now than under paving.

Test 4: the drains cannot trap a swimmer..

A pump pulling through a single blocked drain can hold an adult underwater. Children have died this way in several countries, and it is the reason American law changed.

The American answer has two parts. Every suction cover is tested and stamped with the highest flow it can safely pass. And the system is designed so that one blocked outlet cannot take the full pull of the pump, normally by fitting two drains set well apart on the same line.

Dubai Municipality’s guidelines also ask for two main drains. What they can’t confirm from a drawing is whether the covers fitted on site are the rated ones andwhether the pump’s flow sits under that rating. So ask for the cover model and its certificate. Then compare the rated flow with the pump figure from Test 2.

Old pools are the bigger worry. If yours has a single flat grille on the floor, have it looked at. We cover the wider subject in what every pool owner needs to know about safety.

In Testest 5, a child cannot reach the water alone..

Australia treats pool fencing more seriously than anywhere else, and its barrier standard is worth reading even if you never build there. The main figures:

  • The barrier is at least 1.2 metres high all the way round.
  • The gap under it is no more than 100 mm, and so is the gap between upright bars.
  • There is a clear zone of 900 mm on the outside with nothing a child could climb: no planter, no pump box, no horizontal rail.
  • Gates swing away from the pool, close by themselves from any position and latch without a push.

Dubai Municipality gives a barrier height of about 1.2 metres as well. The Australian details are what make it work in practice. A fence of the right height with a garden bench beside it is a ladder.

This is one place where being a landscaping company first helps us. The barrier, the planting and the paving are drawn together, so the fence line doesn’t end up with a raised bed against it. Glass panels, a wall with a self-closing gate, or a lockable safety cover can all do the job. Our page on protecting your family without spoiling the look shows the options, and this one explains how pool and garden fit together.

In testest 6, the water is kept inside tight limits..

The British pool water code is written for public pools, and it is strict. Free chlorine should never fall under 0.5 mg per litre. The pH target is 7.2 to 7.4. Combined chlorine, the used-up part that causes the smell and sore eyes, should stay under half the free chlorine and never above 1 mg per litre. Public pools are tested for bacteria every month.

Dubai’s own figures, used by Dubai Municipality and Trakhees, allow free chlorine of 1 to 3 mg per litre and a pH of 7.2 to 7.8. A private villa pool doesn’t have to meet the public rules, but the chemistry is the same. Chlorine loses strength quickly as pH rises, so we aim for the lower half of that range.

Two things Dubai adds

First, the fill water. Mainwater here is desalinated and arrives low in calcium. Soft water is hungry. It takes calcium from wherever it can find it, and in a pool that means grout and plaster. So calcium hardness has to be raised on purpose after the first fill andchecked after every large top-up.

Second, evaporation. Water leaves. Everything dissolved in it stays. Over a summer the stabiliser level creeps up until the chlorine reading looks healthy on a test strip while the pool turns green anyway. The cure is partial draining and refilling on a schedule, which a good service plan includes.

A contractor who builds and then maintains has a reason to get this right from the first fill. Ours is set out in water chemistry management, pH and alkalinity stabilisation, controlled chemical dosing, water testing and analysis and algae prevention.

Reading British pool water code Used in Dubai What we aim for in a villa pool
Free chlorine 0.5 mg/l minimum, ideally 1 or below in a well-run pool 1 to 3 mg/l 1 to 2 mg/l
pH 7.2 to 7.4 7.2 to 7.8 7.2 to 7.6
Combined chlorine Under half the free chlorine, never above 1 mg/l Kept as low as possible Under 0.5 mg/l
Total alkalinity 80 to 200 mg/l 80 to 120 mg/l 80 to 120 mg/l
Bacteria testing Monthly for public pools Lab testing for public and shared pools On request for private pools

Test 7: the pool is cheap to run..

A pool is paid for twice. Once to the builder, and then every month to DEWA. The second bill is decided at the designsign stage.

Start with the pump. Pump power follows the cube of its speed. Run a variable speed pump at half speed,, and it moves half the water for about one-eighth of the power. Leave it running twice as long to move the same water,, and the energy used is still only a quarter. That single choice does more for the bill than anything else on the equipment list. It also only works if the pipes pass Test 3, because a slow pump can’t push water through narrow lines.

Then the cover. The US Department of Energy calls evaporation by far the largest source of energy loss from a pool. Its figures for a cover: 30 to 50 per per centss top-up water, 35 to 60 per per centss chemical use, and 50 to 70 per cent lessss heating cost. In Dubai most owners cool their pool in summer instead of heating it, and the same logic holds. A cover keeps chilled water chilled and keeps dust off the surface.

LED lights, a correctly sized chiller or heat pump, and automatic dosing finish the list. We go through each in energy-efficient pool solutions, pool heating and cooling, smart pool technology and saving water and energy by design.

Where each test falls during the build

A test only works if it is run at the right moment. The water test is useless after tiling. The pressure test is useless after backfilling. This is the order of a concrete villa pool and the point at which each of the seven comes up.

Stage What happens Test that belongs here.. What you should receive
Survey and design Plot measured, services located, pool and garden drawn together 2, 3, 5 and 7 are all decided on paper.. Drawings with flow, pipe sizes, barrier line and pump model

Curing deserves a word. The American tightness test waits 28 days after the pour before filling. Dubai’s heat pulls water out of fresh concrete quickly, so the shell has to be kept wet during that time, and pours are best done early in the morning or in the evening during summer. A longer account of the sequence is in how a custom pool is built and our step-by-step guide for villa owners.

What the imported tests leave out

Standards written in London, Florida or Queensland assume conditions that Dubai doesn’t have. Three things need adding.

Ground water

Parts of Dubai sit on reclaimed land or close to the coast, where ground water is a metre or two down. A pool shell is a boat. Full, it is heavy and stays put. Empty, the groundwater ushes up on it. So the design needs a way to relieve that pressure, and the pool should never be drained without checking the water table first. Salty groundwater lso attacks steel, which is why the depth of concrete over the reinforcement matters more here than in a temperate garden.

Dust

Overseas guidance treats debris as leaves and insects. Dubai adds fine airborne dust, most of it too small to see until the water turns dull. It loads the filter, so filters here need backwashing more often,, and the media needs replacing sooner. That is one more reason the four-hour turnover is sensible.

Tile and grout

British tiling guidance asks for pool tiles that absorb no more than 3 per centt of their weight in water. Glass mosaic and porcelain both pass. Add Dubai’s soft fill water and strong sun, and the grout matters as much as the tile. Epoxy grout resists both far better than cement grout, and it is worth the extra cost on the waterline. Our pages on choosing pool tiles and materials that last go further.

What Dubai Municipality asks for

The seven tests sit on top of the local rules. They don’t replace them. These are the main figures from Dubai Municipality’s technical guidelines for pool plan approval, which apply to mainland plots. Free zones and master developer communities such as those under Trakhees or the Dubai Development Authority run their own process, and most gated communities want a developer’s no-objection letter before anything else.

Item Dubai Municipality figure
Turnover Whole pool volume every 4 hours
Inlets One for every 45 cubic metres of water
Skimmers At least two
Main drains At least two
Deck width 1 metre for private pools, 1.5 metres for public pools

For the commercial side of vetting, we have separate guides on questions to ask before hiring, what to weigh when comparing builders, mistakes owners make when hiring and how to read customer feedback.

Why Green Creation

We have been building pools and gardens in the UAE for close to two decades. Some plain figures:

8,940completed projects
5,500+clients
7figures given with every quote

Our clients include Emaar, Meraas, Sobha, Deyaar, Hilton and Azizi, alongside several thousand private villa owners in Palm Jumeirah, Arabian Ranches, Jumeirah Village Circle, Dubai Hills and Al Barsha. Commercial work runs up to Olympic-sized pools. You can see finished work in the project gallery and read more about the company.

Where we differ from other firms

We don’t name other companies on this site. It is fairer to describe what is common in the market and let you check each firm, us included, against it.

Point Common in the Dubai market Green Creation
What the quote contains A lump sum with a short description Every design detail and the cost of each component agreed with you or your architect before work starts..
Pool and garden Pool builder and landscaper hired separately, each blaming the other at the jointt One company. We began in landscaping, so levels, drainage, planting and the barrier are drawn with the pool..
Contract route Either direct to the owner or subcontract only Turnkey for villa owners, or as a poolol subcontractor to your main contractor
Underwater repairs Drain the pool, repair, refill In-house commercial divers who are qualified pool engineers –– so many repairs happen with the water in
Starting a service plan A price per visit quoted by phone A pool audit first, with a test of the fill water, then a quote
Yearly check Rarely offered Pump curve check, filter integrity, controller calibration and advice on dosing and automation
Beyond the pool Pool only Hot tubs, saunas and steam rooms serviced by the same team
Scale Villas only, or towers only Plunge pools up to Olympic-sized commercial pools

Swipe the table sideways to see every column.

The divers matter more than they sound. Emptying a pool in Dubai wastes forty or fifty thousand litres of desalinated water, and on a plot with a high water table an empty shell can be pushed upward by the ground. Fixing a loose tile or a leaking light niche underwater avoids both.

The landscaping background matters too. A pool is one part of a garden. Where the deck drains to, where the plant room hides, and and how the afternoon shade falls on the steps –– these are garden questions. Firms that only pour concrete tend to leave them for someone else. We have written more on this in why clients choose us as their pool contractor and our story and values.

What a pool costs to build in Dubai

These are published market ranges for a finished concrete pool before VAT. They are here so you can tell whether a quote is in the normal band. They are not our prices, which depend on your plot.

Pool type Typical size Market range (AED)
Plunge pool Up to about 4 by 2.5 m 55,000 to 120,000
Family pool 6 by 3 m 90,000 to 170,000
Large family pool 8 by 4 m 120,000 to 230,000
Lap pool 15 to 25 m long 180,000 to 500,000
Infinity edge pool Varies 280,000 upward

Swipe the table sideways to see every column.

What moves a project inside its band? Tile choice is is more than anything, then the chiller, the cover, and access. If an excavator can’t reach the back garden, the digging is done by hand, and the soil is left in wheelbarrows.

The seven tests add very little. Larger pipe, a second drain, rated covers and a few days of water testing come to a small share of the total. A variable speed pump costs more than a single-speed one and pays that back in power. So when a quote is far below the band, it is fair to ask which of the seven has been left out. See what a pool costs to build, budget against high-end pools and costs, materials and timelines.

After handover

The tests don’t stop when the pool is full. A shell that passed its water test can still be damaged by a year of soft, unbalanced water. A pump sized correctly can still be ruined by a clogged filter.

Most villa pools in Dubai need a visit every week. We also run fortnightly and monthly plans where automatic dosing is fitted or the pool is lightly used. Every plan begins with an audit, and once a year we check the pump against its curve, open the filter, and recalibrate the controller. Details are on our pages for professional pool maintenance, villa pool maintenance, weekly cleaning, preventive maintenance planning, filter media care and commercial pool maintenance.

If you have inherited a pool that would fail several of the seven tests, it can usually be brought up to the mark without starting again. Drains can be doubled, pumps swapped, pipe runs upsized where they are reachable, and the shell re-waterproofed. Start with pool repair, structural and surface integrity or when and how to renovate.

Questions people ask

Who are the best swimming pool contractors in Dubai?

There is no official league table, so the honest answer is the firm that will put its numbers in writing. Ask for the shell water test limit, the turnover time, the pipe sizes, the drain cover rating, the barrier height and the water targets. A contractor who answers all of them without fuss is in the top group. Green Creation has completed 8,940 projects for more than 5,500 clients and gives those figures at the quotation stage.

Which standards apply to a private swimming pool in Dubai?

Dubai Municipality sets the technical rules for pool plans on mainland plots, and free zones or master developer communities add their own approval. British, American and Australian standards are not law here. They are still useful because they publish exact pass marks for things the local approval does not test on site, such as how much water a new shell may lose during a hold test.

Can I ask a Dubai contractor to build to a British or American standard?

Yes. A contract can name any test both sides agree on. The simplest way is to copy the pass mark into the contract itself, for example, a three-day water test with a loss of no more than 0.1 per cent of the pool volume per day after evaporation is taken off. That way nobody has to argue later about which document applies.

How long should a new pool shell be water tested?

The American method holds the water for three days and takes a reading every 12 hours. The older British method holds it for seven days. Either is fine. What matters is that the test happens before tiling, that evaporation is measured in a separate container beside the pool, and that you receive the readings.

How much water does a pool lose in Dubai without a leak?

In summer a villa pool in Dubai commonly loses 5 to 10 mm a day to evaporation, and more on windy days. If your level drops faster than a bucket of pool water standing on the top step, the difference is going somewhere else. That is the moment to call for a leak check.

What turnover time should a villa pool have?

Dubai Municipality asks for the full volume to pass through the filter every four hours. For a pool of 8 by 4 metres with an average depth of 1.4 metres, that means a flow of about 11 cubic metres an hour. American home pool guidance allows six hours, so the Dubai figure is the stricter one, and it is the one to design for.

What size pipe should a villa pool use?

It depends on the flow, but a common American limit is 1.8 metres a second on the suction side and 2.4 on the return side. At 11 cubic metres an hour, a 50 mm suction pipe runs faster than that. A 63 mm pipe keeps the water moving at roughly 1.2 to 1.3 metres a second, which is quieter and easier on the pump.

Is one main drain safe in a swimming pool?

No. A single drain connected to a pump can hold a swimmer against it. Dubai Municipality asks for two drains, and American standards ask for drain covers that carry a certified maximum flow. Ask your contractor for the cover model and its rated flow, then check that the pump cannot exceed it.

Do I need a fence around a private pool in Dubai?

A barrier of about 1.2 metres is the Dubai Municipality figure for pools that children can reach. Australian rules use the same height and add details worth copying: gaps of no more than 100 mm, a gate that closes and latches by itself, and nothing climbable within 900 mm of the outside of the fence.

What chlorine and pH levels should a pool in Dubai hold?

Local guidance used across Dubai keeps free chlorine at 1 to 3 mg per litre and pH between 7.2 and 7.8. The British pool water code aims for a narrower pH of 7.2 to 7.4 because chlorine works better at the low end. Our technicians aim for the lower half of the Dubai range for that reason.

Is a pool cover worth it in Dubai?

For most villas, yes. The US Department of Energy puts the saving in top-up water at 30 to 50 percent and in chemicals at 35 to 60 percent. In Dubai a cover also keeps dust out and slows the loss of chilled water in summer. The cover has to be planned at design stage if you want it hidden in a pit.

How much does it cost to build a swimming pool in Dubai?

Published market ranges put a small plunge pool at roughly AED 55,000 to 120,000, a 6 by 3 metre family pool at AED 90,000 to 170,000 and an 8 by 4 metre pool at AED 120,000 to 230,000. Infinity edges start near AED 280,000. Finishes, chillers, covers and difficult access move a project inside those ranges.

How long does pool construction take in Dubai?

Most concrete villa pools take about 10 to 16 weeks on site once the permit is in hand. Approval adds time before that, usually one to three weeks on a mainland plot and longer where a community developer has to give its own consent first. Summer working hours can stretch the programme a little.

Do pool contractors in Dubai handle the permit?

A full service contractor prepares the drawings and submits them. On mainland plots that is Dubai Municipality. In other areas it can be Trakhees, the Dubai Development Authority or the master developer. Ask who submits, who pays the fees and what happens to the programme if the authority asks for changes.

Can Green Creation work under my main contractor?

Yes. We build on a turnkey basis for villa owners, and we also work as the pool subcontractor to main contractors on larger sites. Our client list includes Emaar, Meraas, Sobha, Deyaar, Hilton and Azizi. In both cases we agree on the design detail and the cost of each component before work starts.

Can a leaking pool be repaired without draining it?

Often it can. Green Creation employs commercial divers who are also qualified pool engineers, so tile, grout, fittings and light niches can be repaired underwater. That saves the water, which matters in Dubai, and it avoids the risk of an empty shell lifting on a plot with a high water table.

How often should a pool in Dubai be serviced?

Weekly is the norm for a villa pool in use because heat and dust change the water quickly. We also offer fortnightly and monthly plans for pools with automatic dosing or light use. Every plan starts with an audit of the pool, which includes a test of the fill water.

What should a pool handover file contain?

The approved drawings, the water test readings, pressure test results for the pipework, the pump and filter data sheets, the drain cover certificates, the commissioning flow reading, warranty papers and a first set of water results. Keep it. A future buyer or a repair team will ask for it.
