Best swimming pool contractors in Dubai, judged by UK, US and Australian standards
A trade body inspects a British pool builder. An American one works to a code that caps how quickly water may move in a pipe. An Australian one cannot hand over a pool until the fence has been measured with a tape. Dubai has good plan rules of its own, but nobody visits your plot to mark the builder’s work for you.
So this page does something a little different. We took the tests that the strictest pool markets apply to their builders and laid them next to the Dubai Municipality rules. The result is a ten-question scorecard you can put to any of the swimming pool contractors in Dubai, including us. We are Green Creation, we have built and looked after pools in the UAE for close to two decades, and we would rather be measured than believed.
⚡ Short answer
The best pool contractors in Dubai can show you five things on paper before you pay a deposit: the concrete strength of the shell, a measured flood test, pipe sizes worked out from flow, a barrier drawn to 1.2 m, and who looks after the pool once it is full. Green Creation (www.green-creation.com) designs, builds and maintains pools under one contract, with 8,940 completed projects and over 5,500 clients. Call +971 50 948 4081 between 9am and 6pm.

Why borrow a yardstick from abroad??
Dubai Municipality checks drawings. Its technical guideline for pool plans sets the turnover time, the number of inlets, the deck width and the barrier height, and a plan that misses those numbers does not get a permit. That part of the system works. We cover it in our guide to pool construction regulations in Dubai and again on the page about Dubai Municipality pool permits.
The permit does not test the concrete in your shell, time your flood test, or measure the speed of the water in your suction line. Those are workmanship questions. In Britain a trade body sends an inspector. In Australia a certifier turns up with a tape measure. Here, the owner is the inspector, and most owners have never built a pool before.
There are dozens of companies that build swimming pools in Dubai. Their websites look similar, and their quotes rarely describe the same pool. A borrowed standard gives you one set of numbers to measure all of them against.

The benchmark table
Each row below is a point where an overseas code or trade body provides a precise number. The third column is the nearest Dubai Municipality rule for a private pool. The last column is the question to ask.
| Item | Overseas benchmark | Dubai Municipality rule | Ask the contractor. |
|---|---|---|---|
| Shell concrete strength | US: The American Shotcrete Association requires a minimum in-place strength of 4,000 psi (27.6 MPa). | The structural design is checked on the drawings. | What grade is specified, and could you provide the cube or core test results? |
| Curing | US: wet cure, soaked 3 to 5 times a day for the first 7 days, then daily to day 28 | Not set out for owners | Who wets the shell, how often, and for how many days? |
| Watertightness | US: ACI 350.1 hydrostatic test, loss of no more than 0.1% of volume in 24 hours, evaporation measured apart | Not set out for owners | How long is the flood test, and do I obtain the readings? |
| Turnover time | US: 6 hours for a home pool | 4 hours | What flow rate did you design for, in cubic metres per hour? |
| Water speed in pipes | US: suction no more than 6 ft/s (1.8 m/s), return no more than 8 ft/s (2.4 m/s) | Follows from the hydraulic design | What bore are the suction and return lines? |
| Inlets | Varies by state and code | At least 1 inlet per 45 cubic metres | How many inlets, and where? |
| Drains and skimmers | US: certified anti-entrapment covers under federal law. Australia: AS 1926.3 for suction outlets | At least 2 main drains and 2 skimmers | Are the drain covers certified, and for what flow? |
| Barrier | Australia: AS 1926.1, at least 1.2 m high, 900 mm non-climbable zone, gaps no wider than 100 mm | Barrier of about 1.2 m | Is the barrier on the drawing with gap sizes? |
| Deck | Varies | At least 1 m wide for a private pool, falling 1 in 40 away from the water | Which way does the deck drain? |
| Builder oversight | UK: SPATA members are inspected and sign a code of ethics. | Trade licence and permit, checked on paper | Which three pools of yours, older than five years, can I visit? |

Notice the fourth row. Dubai asks for the whole pool to pass through the filter every four hours, which is tighter than the American six. Dust is the reason. More on that below.
Shell concrete and curing
The American Shotcrete Association has a short position paper on pools, and its main line is blunt. Pool concrete should reach at least 4,000 psi in place, which is 27.6 MPa. The paper says that a lower figure could only come from poor materials or poor placement, and that it would reduce the shell’s ability to hold water. It ties that number to a water-to-cement ratio of no more than 0.50.
Why does a homeowner need to know this number? Because strength and watertightness are the same property seen from two sides. Dense concrete has fewer pores for water to travel through. A weak, sandy shell relies on its waterproofing for everything, and every pipe, light niche, and fitting that passes through it punctures the membranes. gh them.
What 28 days of wet curing look like on a Dubai plot
The same association recommends wet curing pool shotcrete for 28 days. Soak the surface three to five times a day for the first week. Wet it at least once a day up to day 28. Thereafter, keep it wet once or twice a week until the finish is applied. applied. It was written for places much cooler than a Dubai plot in August. Fresh concrete here loses surface water within minutes of placing, and a shell that dries too quickly cracks before it has gained any strength. So the pour is usually timed for early morning or evening, the surface is covered with wet hessian, and somebody is named as responsible for the hose. Ask who. If the answer is a shrug, you have learned something about the crew.
Our pages on choosing materials for a pool, construction materials for Dubai’s climate and durability and looks go further into shell types. For the order of work on site, see the step-by-step construction process.
⚠️ Watch out…
A quote that says “RCC shell” and nothing else has told you anything… Wall thickness, concrete grade, bar size and spacing, and cover to the steel should all be written down. If they are missing, each one is a place where the cheaper option can be used without breaking the contract.
The flood test and how to read it
American engineers test water-holding concrete structures under ACI 350. 1. The pool is filled, left to settle, and the level is read every 12 hours for three days. The pass mark for an unlined pool is a loss of no more than 0.1% of the water volume in 24 hours. Evaporation is measured separately and taken off.
Put that into villa numbers. A pool that is 8 m long, 4 m wide and 1.4 m deep on average holds about 45 cubic metres. One-tenth of one per cent of that is 45 litres a day. Spread over 32 square metres of surface, 45 litres represents a drop in level of roughly 1.4 mm.
Now the Dubai problem. On a hot, windy day, an open pool here can lose several millimetres to evaporation alone, which is more than the entire leak allowance. ce. A flood test read with a ruler and no evaporation control tells you nothing in this climate. The fix costs almost nothing: a straight-sided bucket filled to the same level and standing on a pool step, so it sits in the same sun and wind. Whatever the bucket loses is evaporation. Anything the pool loses beyond that is a leak.
Three things to put in the contract
- The test happens before tiling or plaster, so a leak can still be found and fixed in bare concrete.
- Readings are taken at fixed times with a control container beside them, and you are invited to watch.
- You receive the written record, signed, with photos of the level marks.
A pool that skips this step is the one we later are called to for leak detection and repair. Finding a leak under finished mosaic costs many times what the flood test would have. Our waterproofing guide and the page on structural and surface integrity cover the layers that sit on top of the concrete.
Pipes, pumps and water speed
The International Swimming Pool and Spa Code, used across much of the United States, limits how fast water may travel in pool pipework. For public pools, suction lines are capped at 6 feet per second and return lines at 8. That is 1.8 and 2.4 metres per second. The American energy standard for home pools uses the same pair of figures.
Fast water is noisy and wears out fittings. It also makes the pump work harder for every litre, and it raises the suction force at the drain. Slow water in a wide pipe is quiet and cheap to move.
A worked example for an 8 by 4 metre pool
Let’s consider the 45-cubic-metre pool again. Dubai Municipality wants it turned over in four hours, so the system must move just over 11 cubic metres an hour. Push that through a suction pipe with a 40 mm bore, and the water travels at about 2.5 metres per second. Too fast. Use a 50 mm bore, and it drops to about 1.6, inside the American limit. One pipe size is the whole difference, and the two pipes cost almost the same per metre.
This is why “pump: 1.5 HP” on a quote is not a specification. Horsepower says nothing about flow against the resistance of your pipe runs, your filter and your heater or chiller. A proper design specifies the flow rate, total head, pump model and pipe bores. Our pages on hydraulic flow rate assessment, filtration system engineering and choosing a filtration system explain each part.
The municipality’s guideline adds its own hard numbers for a private pool: at least one inlet for every 45 cubic metres, two skimmers, two main drains and two pumps. Count them on the drawing. For swimming pool construction in Dubai projects on tight plots, the plant room is often the first thing to be squeezed, and a cramped plant room ends up with undersized pipes and a filter that nobody can reach to service.

The shell gets inlets, skimmers and drains long before the tile goes on. They cannot be moved afterwards.
Barriers and suction safety
Australia takes pool fencing more seriously than anywhere else we know. Standard AS 1926.1 asks for a barrier at least 1.2 m high all the way around. It must have a 900 mm non-climbable zone on the outside, with no rails, ledges or pot plants a child could use as a step. Gaps between uprights may not be wider than 100 mm, and the gap under the fence has the same limit. New South Wales and Queensland also require a resuscitation sign by the water.
Dubai Municipality also requires a barrier of about 1.2 m. The Australian detail is still worth borrowing, because height alone does not stop a toddler. A 1.2 m glass fence with a planter box beside it is a ladder.
Suction is the other half. A single drain with a flat cover can hold a swimmer against it. The United States made certified anti-entrapment covers a matter of federal law, and Australia addresses the same risk in AS 1926. 3. Dubai’s rule of two main drains works on the same idea: with two outlets, a body cannot block both at once. Ask for the cover’s certified flow rating and check that it is higher than the design flow.
We go through fences, covers, alarms and depth markings in pool safety for owners, protecting your family without losing the look and safety standards and features. The legal side is in swimming pool compliance.
Who inspects the builder??
In Britain, the Swimming Pool and Allied Trades Association (SPATA) inspects its member firms and holds them to a code of ethics and the European standard for domestic pools, BS EN 16582. One British member puts the number of approved firms in the UK and Ireland at under 200. Membership is a filter the homeowner gets for free.
As far as we know, Dubai has no pool trade body that visits its members’ sites in that way. So you build the filter yourself, out of four checks.
The trade licence
Ask for a copy and read the activity lines. They tell you what the company is licensed to do, which is not always what the website says.
The permit trail
Ask which authority covers your community and who will submit the drawings. Mainland plots go through Dubai Municipality. Many freehold communities first require a developer NOC. Our page on permits and regulations lists who signs what.
Old pools, visited in person
A pool photographed in its first month always looks perfect. Ask to see three that are more than five years old. Look at the grout lines at the waterline, the coping joints and the plant room floor. Dry floor, clean joints: competent builder.
Who does the work??
Ask how many of the people on your plot are on the company’s own payroll. Excavation and steel fixing are often subcontracted, and that is normal. But when outside crews handle both the waterproofing and the pipework, nobody on site takes responsibility for the result.
We wrote longer checklists that include critical questions to ask before hiring, how to evaluate pool companies, and pitfalls to avoid. If you would rather read reviews than plant rooms, start with how to read customer feedback.
What overseas standards do you think are missing in Dubai?
A code written in Virginia or Victoria does not account for four things that every Dubai pool has to deal with.
Heat on fresh concrete
Already covered above. The curing schedule that works in a mild climate is the bare minimum here, and the timing of the pour matters as much as the mix.
Desalinated top-up water
Mainwater in Dubai is mostly desalinated and arrives low in calcium. Water short of calcium takes it from wherever it can, and in a pool that means cement, grout, and plaster. This is why we test the fill water before quoting any maintenance contract. The chemistry is set out in water chemistry management and pH and alkalinity control.
Dust
Fine airborne dust is too small to settle and too small for a tired sand filter to catch. It is the reason behind the four-hour turnover, and it is why filter sizing here cannot be copied from a European catalogue. See filter media maintenance.
Ground water and salts
On reclaimed and coastal plots, the water table can be close to the surface. An empty pool in wet ground wants to float. Salty ground also attacks reinforcing steel if the concrete cover is thin. Both are design matters that must be settled before the dig, and we treat them in preparing your property for a pool and rooftop pools, where the loads are of a different kind.
Evaporation belongs on this list as well. It concentrates everything dissolved in the water, and it is why a cover or a chiller pays for itself faster here than the brochures written for cooler countries suggest. Read heating and cooling and energy-efficient pool solutions.
The ten-question scorecard
Send these ten questions, in writing, to each of the pool contractors in Dubai you are considering. Score one point for a clear written answer with a number in it. Reject phrases such as “as per standard” or “don’t worry”.

Eight or more is a firm worth meeting on site. Five or fewer usually means a sales office with crews hired by the job. If you want more than ten questions, we keep longer lists of the top questions for your contractor and what to evaluate when comparing builders.
Four kinds of pool company and where each falls short
We will not name other firms on our website. It would not be fair, and you would not trust it. But the companies you will meet fall into four groups, and each group tends to stumble on the same rows of the scorecard.
| Scorecard area | Sales office with hired crews | Maintenance firm that sometimes builds | General fit-out contractor | Design, build and maintain specialist |
|---|---|---|---|---|
| Written shell specification | ~ | ~ | ✓ | ✓ |

✓ usually offered. ~ Sometimes, ask. ✗ rarely offered. This estimate is our view of the market based on the jobs we price and the pools we repair.
The sales office wins on price and speed of quoting. Its weakness is that the people who sold you the pool are not the people who pour it. The maintenance firm knows water and pumps well and is often good value for a simple shape, but structure is not its daily work. The fit-out contractor builds sound concrete and then leaves, and somebody else has to learn the plant room from scratch.
Green Creation sits in the fourth column. The next section says why, row by row. For a wider look at the market, see how we compare builders, services and why local experience counts.
What a pool costs in Dubai
Prices vary with access, ground, finish and equipment, so treat these as market ranges and not as a quotation from us.
| Pool type | Typical market range (AED) | What moves it most |
|---|---|---|
| Plunge pool | 55,000 to 120,000 | Access for the excavator and chiller |
| 6 x 3 m concrete villa pool | 90,000 to 170,000 | Tile choice, plant room distance |
| 8 x 4 m concrete villa pool | 120,000 to 230,000 | Finish, heating and cooling, automation |
| Lap pool | 180,000 to 500,000 | Length, structure, swim jets |
| Infinity edge pool | 280,000 to 500,000 and above | Balance tank, edge tolerance, second pump set |
Swipe the table sideways to see every column.
Meeting the scorecard does not double a price. Stronger concrete, a wider suction pipe, a three-day flood test and a second drain add a few percent to a villa pool. Repairing the lack of these features costs far more, and the repair work is done after the garden has been finished on top.
Cost pages on this site: the cost of building a pool, a budget against high-end pools, installation costs explained and costs, materials and timelines. For running costs, see what maintenance expenses are and how to reduce them.

Finish and equipment choices account for most of the spread in any price range.
After handover
Britain’s SPATA covers maintenance and water treatment as well as building. That is the right way to see it. A pool is a small water treatment plant that runs every day for decades, and the builder’s work is tested by how it runs in year five.
In Dubai a pool with no service turns green in about a week in summer. Weekly visits are the norm for a family pool in use. Each visit should leave a written record of chlorine, pH and what was dosed. We describe the routine in weekly pool cleaning, professional pool maintenance, villa pool maintenance and water testing and analysis.
Equipment needs its own calendar. Pump seals, filter media, salt cells and controller probes all wear on different clocks, and preventive maintenance planning lays those out. When something does fail, start with pump and motor diagnostics or our pool repair page. Salt pools have their own faults, which are covered in saltwater pool repair.
Owners of older pools often ask whether to repair or start again. Usually neither. A sound shell can take new tile, new pipework in the plant room, a variable-speed pump and automatic dosing, and come out better than the original. See when to renovate and how smart pool technology can help.

Clear water in year five is the real test of handover.

Questions owners ask us
Who are the best swimming pool contractors in Dubai?
The best ones can answer the ten scorecard questions in writing, with numbers. Look for a company that designs, builds and maintains everything in one place, shows you pools older than five years, and provides test records. Green Creation works this way and has 8,940 completed projects in the UAE.
How do I compare swimming pool construction companies in Dubai fairly?
Send each company the same ten questions and compare their answers side by side, rather than just the totals. Two quotes with the same price can describe two very different shells. A written specification is the only way to see the gap.
Do Dubai pool contractors have to follow UK, US or Australian standards?
No. They follow the Dubai Municipality or the relevant community authority. The overseas standards are useful because they put numbers on workmanship points that local plan approval does not test, such as concrete strength and flood test loss.
What concrete strength should a pool shell in Dubai have?
The American Shotcrete Association recommends at least 4,000 psi in place, about 27.6 MPa. Your structural engineer sets the actual grade for your ground conditions. Ask for it in writing and ask to see test results.
How long should a pool flood test last?
Three days is the figure in the American test method, with readings every 12 hours. In Dubai, the test only means something if a bucket or other control container is placed beside the pool to measure evaporation.
How much water loss is normal in a Dubai pool?
Several millimetres a day in hot, windy weather is just plain evaporation. To tell evaporation from a leak, fill a bucket to the pool’s level, stand it on a step and compare the two after 24 hours. If the pool has dropped more than the bucket, call for a leak check.
What turnover time does Dubai Municipality require?
Four hours. A 45 cubic metre pool therefore needs a system that moves just over 11 cubic metres an hour through the filter.
What size should pool pipes be?
The pipes should be big enough to keep suction water under about 1.8 metres per second and return water under about 2.4. For an 8 by 4 metre villa pool with a four-hour turnover, that normally means a 50 mm bore or larger on the suction side.
Do I need a fence around a private pool in Dubai?
The municipality guideline asks for a barrier of about 1.2 m. Check your community’s own rules as well, because some developers add conditions. Keep climbable objects away from the outside of the fence.
How long does it take to build a villa pool in Dubai?
Most concrete villa pools take three to four months on site once the permit is issued. Approvals come first and can add several weeks, especially in communities that require a developer NOC.
Is the cheapest pool quote ever the right one?
Sometimes, it is the right one if it scores well on the ten questions. More often the low price comes from thinner walls, smaller pipes, one coat of waterproofing in place of two, or a skipped flood test. None of those can be seen once the tile is on.
Can Green Creation work with my architect or main contractor?
Yes. We take turnkey projects, and we also work as the pool subcontractor under a main contractor. In both cases, we agree on the design details and component costs with the client and the architect before work begins.
Can a pool be repaired without draining it?
Often, yes. Our commercial divers are qualified pool engineers and can carry out many light repairs, including fittings and tiles, underwater. That saves the cost of refilling and avoids emptying a shell in the ground with a high water table.
How often should a pool in Dubai be serviced?
Weekly for a family pool in regular use. We also offer fortnightly and monthly plans for pools that are covered or lightly used, and we start every contract with an audit that includes a fill-water test.
Which areas of Dubai does Green Creation cover?
We build across Dubai and the wider UAE. Regular residential maintenance rounds cover Palm Jumeirah, Arabian Ranches, JVC, Dubai Hills and Al Barsha.
What should I receive when the pool is handed over?
As-built drawings, the flood test record, equipment manuals and warranty cards, a start-up water report and a short lesson on the plant room. Keep them in one file. The next engineer who opens your plant room will thank you.

Overseas figures are taken from the American Shotcrete Association’s pool position statements, ACI 350.1, the International Swimming Pool and Spa Code, Australian Standard AS 1926 as summarised by SPASA Australia, and SPATA member material. Dubai figures are taken from the Dubai Municipality technical guideline for the approval of swimming pool plans. Standards change, so confirm current requirements with the relevant authority and your engineer. Prices are market ranges, not a quotation.
