What a swimming pool construction company actually does
A pool looks like one trade. It is eleven. Somebody surveys the plot and reads the soil report. Somebody draws the shell and gets a structural engineer to stamp it. Somebody submits to the authority. Then the site work starts: excavation, shoring, steel fixing, formwork or shotcrete, plumbing first fix, electrical first fix and bonding, waterproofing, screed and tiling, coping and deck, and plant room installation and commissioning.
Miss just one handover between those trades and you get the classic Dubai failure. The tiler grouts over a waterproofing joint that was never tested. Nine months later the deck is damp, and nobody owns the problem.

The turnkey builder

Ten to sixteen weeks on site is normal for a villa pool once approvals are through. Anyone promising six weeks is either skipping the standing water test or planning to tile over green concrete.
Four site conditions that decide your price and your programme
Pool marketing talks about design. Pool money is decided by the plot. These four conditions explain most of the gap between two quotes for what looks like the same pool.
Heat and what it does to fresh concrete
Above roughly 32 degrees ambient, concrete stops behaving. Cement hydration speeds up, the mix stiffens before the crew has finished placing it, and surface water evaporates faster than bleed water can rise. The result is plastic shrinkage cracking: fine cracks that show up within hours of the pour and sit in the one structure you need to hold water for thirty years.
Dubai spends four to five months a year above that line, and afternoon site temperatures go well past it. A pool builder who works properly through the summer does several things at once. Part of the mixing water is replaced with flaked ice at the batching plant, which pulls the delivered concrete temperature down. Pours are moved to before eight in the morning or after sunset. Reinforcement and formwork are sprayed with water immediately before placing, so the steel is not cooking the mix from the inside. Curing starts the moment finishing ends, with wet hessian or a curing membrane, and it continues for days rather than hours.
There is a legal constraint on top of the technical one. From mid-June to mid-September, outdoor work stops between 12:30 and 15:00 across the UAE. A summer programme built without that gap in it is a programme that will slip.
One question that sorts builders quickly
Ask what concrete temperature they specify at discharge and how they achieve it in August. A real answer mentions chilled water or ice and a pour time. A vague answer means the mix arrives at whatever temperature the plant sends it.
Access, which decides your excavation bill
An 8 by 4 metre pool with a 1.5 metre average depth is not a 48 cubic metre hole. Add working space around the shell, the deeper end, and the plant room pit, and the dig is closer to 110 cubic metres. Sand and rock bulk up once loose, so that is roughly eight to twelve tipper loads leaving your street.
Now measure your gate. Many Dubai villa communities have side gates that are under 2.5 metres wide. A 5-tonne excavator will not pass, so the dig happens with a mini machine at a third of the rate, or a boundary wall gets taken down and rebuilt. Both cost money, and neither appears in a quote written from a photograph.

Ground and groundwater
Large parts of Dubai sit on saline groundwater just two or three metres below the surface. Two consequences follow. During the build, the excavation fills with water and needs dewatering until the shell is heavy enough to stay put. After the build, chloride and sulphate in that water attack the reinforcement and concrete, which is why sulphate-resisting mixes, decent cover to the steel, and external tanking are worth arguing about.
An empty pool in high groundwater can float. It sounds absurd until you see a shell lifted 200 mm out of the ground after a drain down. A hydrostatic relief valve in the floor is the cheap answer, and it belongs in the drawing rather than in a repair invoice.
Pools that are not on the ground
Rooftop, podium and terrace pools are common in Dubai, and they change the job completely. Water weighs a tonne per cubic metre. A modest 40 cubic metre pool puts 40 tonnes of live load on a slab before the shell, tiles, deck and people. That is a structural engineering question first and a pool question second.
On this kind of build, we check three things. structural engineer confirmed the slab capacity against the original design. The waterproofing, which now sits above occupied rooms, usually includes a secondary membrane and a leak detection layer that drains to a visible location. And access, because a plant room on level 6 needs a route for a 700 kg filter vessel that is not the passenger lift.
The electrical work nobody sees
This phase is the part of pool construction with the shortest window and the highest stakes. Most of it must be done at the steel fixing stage; after the concrete goes in, it is gone.
Equipotential bonding
A copper conductor ties the reinforcement in the shell, the ladder, the handrail, the metal coping fixings, the pipework and the pump motor into one electrically connected mass. The point is to remove voltage differences, so a person standing in the water and touching a rail has no path for current across their body. Under IEC 60364-7-702, which the GCC has adopted as a regional standard, bonding is mandatory for pools and cannot be omitted. It is buried in the shell. Either it was tied into the cage on the day, or your pool does not have it.
Voltage inside the basin
Nothing at mains voltage belongs in the water. Underwater lights run on SELV, meaning 12 volts alternating current is supplied through an isolating transformer that sits well away from the pool, with fittings rated for permanent immersion. Circuits serving the pump, the heat pump and anything else in the wet zone are provided with 30 milliamp residual current protection. Dubai Municipality’s own pool guidelines also require lighting that illuminates the whole volume of water, which is a design point as much as a safety one.
What to ask for at handover

- RCD trip test records for every pool circuit
- A plant room panel with labelled breakers and a local isolator for the pump

Pool construction in the UAE is permitted work. Building first and regularising later is expensive, and in a master community it can lead to a demolition instruction from the developer rather than the authority.

Technical rules that shape the drawing
Dubai Municipality’s technical guidelines for pool plan approval are specific, and they change the design rather than sit beside it.
- Stairs or ladders are required once depth passes 600 mm
- At least one ladder for every 30 metres of pool perimeter, corrosion resistant, with anti-slip treads and 100 mm clearance from the wall
- Internal stairs are not allowed where the pool is deeper than 1.4 metres, so side ladders are used instead
- A children’s pool is limited to 500 mm depth and must be separated from the adult pool by a 1.2 metre barrier
- Outdoor pools need a surrounding fence at least 1.2 metres high, with a self-closing gate that opens away from the water
- A continuous deck at least 1.2 metres wide, in a non-slip material, laid so water drains away from the pool
- Depth markings on the wall and the deck

Ten-year liability, which is the rule that protects you most
Under the UAE civil law covering construction contracts, the contractor and the designer carry strict liability for ten years for structural failure or collapse. How to choose between swimming pool construction companies in Dubai
Seven checks, in the order they are useful.
Read the trade licence, not the website.
Pool building is a contracting activity. If the licence lists trading in pool equipment and nothing else, that company can sell you a filter and subcontract your shell to someone you never meet.
IIt would be beneficial to request a site visit before discussing the price.
Access, ground and buried services cannot be assessed from photographs. A quote produced without a visit is a quote with variations built into its future.

Concrete grade, waterproofing brand and system, pump and filter model numbers, tile specification, and cable sizes. Two quotes are only comparable at this level of detail.
Tie payments to visible work
Stages, not calendar dates. The steel cage was inspected, the shell poured, the waterproofing tested, the tiling complete, and the commissioning done. Hold 5 to 10 per cent until the end of the defects period.
Go and look at an older pool.
It is not a photograph, nor is it a pool that was finished last month. A pool the company built five years ago, with the owner present. Coping joints, tile edges and plant room condition tell you what their work looks like after it has aged in this climate.
Ask who maintains it afterwards.
A builder who also runs a service department has to live with the pump they specified. That single fact changes how carefully they choose the equipment.
