What a swimming pool contractor does
People picture a pool contractor as the crew with the digger. The digger is maybe four days of a ten-week job. The remaining work involves drawings, submissions, waterproofing, and pipework, and this is where projects can go right or wrong.
A full-scope pool contractor in Dubai carries these work packages:
- Site survey. Plot measurement, access width for machinery, soil and water table checks, and existing drainage and utility runs.
- Design. Shape, depth profile, edge type, coping, finish, lighting layout and equipment selection, usually with a 3D render before pricing is fixed.
- Approvals. Developer or community NOC first, then architectural, structural and MEP drawings filed with the authority that covers your address.
- Excavation and shoring, plus dewatering if the dig hits groundwater.
- The shell. Steel fixing and reinforced concrete, poured or sprayed, then cured.

Three kinds of pool contractors in Dubai
The phrase “pool contractor” covers three very different businesses. Knowing which one you are talking to saves a lot of confusion at the quotation stage.
The turnkey builder
Holds the whole contract. Designs the pool, files the permit, builds the shell, finishes it, commissions it, and often maintains it afterwards. One quotation, one warranty, one phone number. This is what most villa owners want, and it is the model Green Creation runs.
The specialist subcontractor
Works under a main contractor or a fit-out company on villa builds and developments. Excellent technically, but they take instructions from whoever holds the head contract, not from you. If your villa is already being built by a main contractor, this is who ends up doing your pool. Good firms do both, switching between turnkey and subcontract depending on the project.
The maintenance-led firm
Started with cleaning contracts and moved into building. Strong on chemistry, pumps and repairs, lighter on structural work and permits. Great for a service agreement. Ask hard questions before handing them a new build.

How a Dubai pool build runs, stage by stage
Survey and brief
A contractor who quotes from photos is guessing. The site visit checks side access width, because a mid-terrace townhouse with a metre and a half of a side gate means the excavation gets done by hand and the price changes. It also checks for a high water table, which is common near the coast and adds pumping costs.
Design and 3D
Everything gets fixed here. Depth profile matters more than people expect, because the rules treat a pool over 1.4 metres deep differently from a shallow family pool. Decide the finish now too. Changing your mind about mosaic after the shell is poured is not a design change; it is a variation order.
Developer NOC
Your master developer or community management reviews the drawings against the community rules and issues a no objection certificate. Nakheel, Emaar, DAMAC and Sobha all run their own version. Some communities charge a built-up area fee and hold a refundable security deposit until final inspection.
Authority permit
The full drawing set goes to the authority. This is the stage that most often slips, usually because drawings were filed in the wrong format for the jurisdiction. More on that below.
Excavation and shell
Dig, shore, fix steel, pour or spray concrete, and cure. Roughly two to three weeks on a standard villa pool. Curing time is not padding and cannot be rushed.
Waterproofing, plumbing and electrical
The membrane goes on the cured shell and should be flood tested before tiling. Pipework is pressure tested at the same point. Skipping either test is the single most common cause of a leak that surfaces two summers later, when the tiles are on and diagnosis costs real money.
Tiling, coping and decking
Interior finish, edge cap, then the deck. Dubai sun turns a badly chosen deck surface into something you cannot walk on barefoot in August, so ask about surface temperature as well as slip rating.
Commissioning and handover
Fill, balance, and test every system, then a walkthrough. You should leave with as-built drawings, equipment manuals, warranty documents and a written maintenance schedule.
⏱ Realistic timeline
Six to ten weeks on site for a standard villa pool. Approvals run four to eight weeks before that, longer if drawings come back with technical comments. Plan on three to four months from signature to swimming, and add time for large or unusual designs.
Pool design and what actually moves the price
Size matters less than people assume. Two neighbouring villas with similar gardens can get quotes AED 50,000 apart, and the gap usually sits in four places.
Edge type. A skimmer pool is the cheapest and most common. An overflow or infinity edge needs a balance tank, a bigger pump, and level tolerance measured in millimetres across the whole lip. That is a different build, not an upgrade.
Ground conditions. Rock, groundwater, old utilities or loose soil all mean shoring, pumping or removal work. Honest contractors flag this as a provisional sum. Suspiciously cheap quotes tend to have it missing.
Interior finish. Standard ceramic sits at one end. Glass mosaic sits well above it per square metre and takes longer to lay. It also looks completely different underwater, which is the point.
Temperature control. In Dubai a chiller is closer to essential than optional. Water in an uncovered pool through July is not refreshing. Heating matters in January. Budget for one or both, plus the electrical load.
Then there is the choice of structure. Concrete gives you any shape, any depth, and any edge and suits awkward plots. Fibreglass arrives as a moulded shell, installs faster, and costs less, but only if a crane or truck can physically reach your garden and the standard shapes suit you. Concrete dominates Dubai villa work because most plots and most briefs are not standard.
Maintenance and repair after handover
Dubai is hard on pools. Dust storms load the filter, summer water temperature burns through chlorine, evaporation shifts the chemistry weekly, and salt air near the coast attacks fittings. A pool left alone for ten days in August turns green.
A normal service visit covers skimming and brushing, vacuuming, emptying skimmer and pump baskets, backwashing the filter, testing pH and sanitiser, dosing, and checking the pump room for leaks or noise. Weekly is standard for a villa pool. Twice weekly in high summer or if the pool sits under trees.
Repairs fall into a short list. Pump seals and bearings fail. Sand filters need media replaced every few years. Underwater lights flood when the gasket goes. Grout washes out and lets water behind the tiles. Structural leaks show up as a water level dropping faster than evaporation explains, and finding one means pressure testing lines and dye testing the shell before anyone breaks anything.
One thing worth knowing before you hire: the firm that built your pool can usually diagnose it faster than anyone else, because they know where the pipes run. That is a genuine argument for choosing a builder who also runs a maintenance division.
UAE rules, and who actually approves your pool?
Pool construction in Dubai is regulated by Dubai Municipality through published technical guidelines for the approval of swimming pool plans, alongside separate safety guidelines for private and public pools. The underlying framework sits in Dubai Municipality Local Orders and Administrative Orders, the Dubai Building Code, the Dubai Universal Design Code and the UAE Fire and Life Safety Code of Practice.
Here is the part most guides get wrong. Dubai Municipality does not approve every pool in Dubai.
Which authority covers your community?
Most of Dubai files through the Dubai Municipality building permits system. Nakheel communities and free zone areas do not. Palm Jumeirah, Jumeirah Islands, Jumeirah Park, Al Furjan and JVC fall under Trakhees, the planning and development arm of the Ports, Customs and Free Zone Corporation, and drawings have to be prepared in Trakhees format. Submitting a municipality-format drawing set for a Palm villa gets it rejected on receipt. Parts of the city sit under the Dubai Development Authority instead.
In every case the master developer NOC comes first. On Nakheel plots you need community management sign-off before Trakhees will even look at the application.

“Which authority will you file my pool with, and when did you last get a permit through that office?” A contractor who has to check is a contractor learning on your project.

Permit fees are paid to the municipality revenue department. The bigger cost is preparing the submission: structural engineering, MEP documentation and consultant coordination. A turnkey contractor absorbs that work. You should never be standing in a permit office yourself for a residential pool.

How to choose a pool contractor in Dubai
- Read the actual trade licence. Check the listed activities cover pool construction, and check the licence is still current.
- Ask which authority they file with for your community and when they last got a permit through it.
- Ask which trades are their own staff. Shell, waterproofing, tiling, and MEP – four answers.
- Insist on an itemised quotation. Excavation, structure, waterproofing, tiling, plumbing, electrical, equipment, permits, and provisional sums. A lump sum hides the omissions.
- Ask what the waterproofing warranty covers, how long it runs, and who honours it if the applicator is a subcontractor.
- Ask for the payment schedule in writing and tie stages to completed work, not to dates.
- Ask to visit a finished pool, ideally one that is two or three years old rather than freshly handed over.
- Ask whether they maintain what they build and what a service contract costs.
- Check they have worked in your specific community. Community rules on setbacks, boundary walls and working hours vary a lot.
- Get the equipment brands named in the contract. “Premium filtration” is not a specification.
Signals to walk away from
- A price quoted over the phone without a site visit.
- Any suggestion that a permit is optional or that it can be sorted out later.
- A large upfront payment before drawings are approved.
- No named waterproofing product or system.
- A quote that is far below the others. Something has been left out, and it is usually the part buried under the tiles.
Reading a contractor’s reputation properly
Star ratings are the weakest signal in this industry. A firm can farm fifty-five-star reviews in a month. Look instead at what a reputation is made of.
Developer relationships carry weight. Emaar, Meraas, Sobha and similar names do not appoint pool contractors casually, and a contractor who works on their projects has passed a procurement process most homeowners could never run themselves. Repeat clients matter for the same reason. Building a second pool for the same family, or a third for the same developer, is a harder thing to fake than a review.
Project count tells you about the process. A firm with thousands of completed jobs has hit every problem your garden can produce and has a method for it. Longevity tells you about warranties, because a warranty is only worth something if the company still exists when you need it.
And the most useful signal costs nothing: ask for an address. A contractor who is happy for you to stand next to a pool they finished three summers ago is telling you something a website cannot.
