What a swimming pool contractor actually does

A pool is a watertight concrete box buried in wet, salty ground, with a pump room attached to it. Everything a contractor does is based on that.

The work splits into five jobs that often sit with five different people at weaker firms. Somebody has to design the pool and produce the structural drawings that a registered engineer will stamp. Somebody has to get the paperwork through the developer and the authority. Somebody has to build the shell and waterproof it. Somebody has to size and install the plant, meaning the pump, the filter, the chlorination or salt system, the pipework, the lighting and the electrical bonding. And somebody has to finish it, which covers screed, tiles, coping, the deck and the handover of a pool that holds clean water at the right level.

Here is what a full scope of work looks like on a villa pool in Dubai. If a quote is missing three of these lines, the price is not lower; it is incomplete.

How the build runs and where your money goes

A standard villa pool takes ten to sixteen weeks on site. A plunge pool of three by four metres can be done in six to eight. Overflow pools with a balance tank run longer, because the tank is a second structure with its own waterproofing and its own set of ways to go wrong.

Approvals happen before any of that. Budget four to eight weeks for the NOC and permit route, and more if the developer comes back with comments on your setback or your boundary wall. The sequence on site

Setting out and excavation first. Steel fixing next, and this is the stage worth watching, because the spacing of the bars and the depth of concrete cover over them decide how long your pool survives salty ground. Then the shell pours, and then a curing period – nobody should rush. Waterproofing follows, then plant room and pipework, then pressure testing on that pipework before anything gets buried. Tiling and coping come after, then the deck, then filling and commissioning.

Ask for payments linked to completed stages, not to calendar dates. A contractor who wants forty per cent up front and another thirty at week three is being paid for time rather than work. Hold a retention of five to ten per cent until the pool has run for a few weeks after commissioning, because that is when a weeping joint or an undersized pump shows itself.

Where the money actually sits

On a typical AED 150,000 villa pool, the concrete shell and the steel inside it take the largest share, usually a third to two fifths of the contract. Filtration and plumbing run AED 25,000 to AED 60,000 depending on pump sizing and whether you are adding water features. Tiling swings the number more than anything else, because standard ceramic and imported glass mosaic are not in the same price bracket. Excavation is cheap on an open plot and expensive on a mid-terrace townhouse where no machine can reach the back garden and the spoil comes out by wheelbarrow.

What Dubai ground does to a badly built pool

This section is the reason the ranking looks the way it does.

Groundwater across much of Dubai is shallow and saline. It carries chlorides and sulphates. Chlorides corrode steel reinforcement wherever the concrete cover over it is thin, and rusting steel expands, which cracks the concrete around it from the inside. Sulphates attack the cement matrix itself. Neither process is fast. Both are quiet, and both are more or less unstoppable once they start.

A contractor who understands this specifies a dense, low-permeability concrete mix with sulphate-resisting cement, keeps proper cover to the steel, waterproofs the outside face as well as the inside, and treats construction joints as the weak points they are. A contractor who does not will pour whatever the batching plant sends, hit the cover with a bar chair that has tipped over, and hand you a pool that looks flawless on the day of the photo.

Hydrostatic pressure and the floating pool

Water in the ground pushes up. A full pool has enough weight to resist it. An empty one may not, which is why draining a Dubai pool for repairs without a hydrostatic relief valve or a proper dewatering plan can lift the shell out of the ground or crack the floor. Ask whether a relief valve is in your drawings. Most owners never think to, and most cheap quotes leave it out.

What you can see and what you cannot

The visible warning signs come late. White chalky deposits along the grout lines, tiles that sound hollow when tapped, rust bleeding through a coping edge, and a plant room floor with staining under the pump. By the time these appear, the fix is rarely cosmetic. Dewatering alone can add AED 5,000 to AED 15,000 to a job, and that is before anyone touches the shell.

Site conditions vary street to street. Some parts of Jumeirah Park and Jumeirah Islands have a high water table and give contractors trouble. Sandy plots elsewhere dig out easily. A contractor who quotes a fixed price over the phone without seeing your plot has priced someone else’s ground.

The ten-year rule behind every pool contract

Very few pool buyers in Dubai know this, and it changes how you should read a quote.

Under the decennial liability provisions of the UAE Civil Transactions Law, the contractor and the supervising engineer are jointly liable for ten years from handover for total or partial collapse and for any defect that threatens the structural stability or safety of what they built. A swimming pool is a permanent fixed structure, so it sits inside that regime.

Three details make this stronger than a normal warranty.

  • The liability is strict. You do not have to prove the contractor was careless. You show the structural defect, and you show it appeared in the ten years.
  • A contract clause that tries to cut the period short or waive it has no legal effect. The protection is not something you negotiate away by signing a one-sided document.
  • It still applies where the defect traces back to the ground itself, and it still applies where you accepted the works and paid in full. Investigating the soil before building is treated as the contractor’s job.

There is a limit worth knowing. UAE courts have kept this rule to collapse and to defects that threaten stability or safety. A faded tile, a noisy pump or a light that stopped working is not a decennial claim. Those fall under the defects liability period written into your own contract, which is commonly twelve months. And a claim has to be brought within three years of discovering the defect, so sitting on a crack for four years while you think about it is a way to lose the right.

A ten-year liability is only worth something if the company is still trading in ten years. A firm that opened eighteen months ago and a firm with two decades of continuous UAE trading carry the same legal duty and a completely different chance of being reachable when you need them. Permits, NOCs and the safety rules

Building a pool changes the structure of your property and is visible from outside it, so it needs formal approval. Skipping the paperwork risks a stop-work order, a fine, and a pool that complicates your property sale later.

The order of approvals

In a developer community the sequence runs one way. The community NOC comes first, from Emaar, Nakheel, Meraas, DAMAC or whoever holds your master community. That letter then supports the building permit application. Mainland plots under Dubai Municipality go straight to the municipality. Plots inside Ports, Customs and Free Zone Corporation areas, which include Palm Jumeirah and the Jebel Ali zones, go to Trakhees instead. Some community NOCs carry a refundable deposit, commonly in the low thousands of dirhams.

Private villa pools also have to be registered with Dubai Municipality before construction starts. Altering a pool later by adding a diving board or a slide needs its own approval. That surprises people who assume the first permit covered everything they might ever want to bolt on.

The safety rules your contractor is designing to

  • An outdoor pool needs a fence whose top sits at least 1,200 mm above finished floor level
  • The gate has to have a locking device and has to open away from the pool
  • A continuous unobstructed walkway of at least 1.2 metres has to run around the pool, measured outside the coping
  • Depth markings, non-slip surfaces around the water and accessible rescue equipment are expected
  • Where a children’s pool sits next to an adult pool, a 1.2 metre barrier separates them
  • Some communities set a minimum pool setback from the plot boundary, often 1.5 metres, and some require glass rather than raised masonry for child-safety fencing

Ask your contractor to mark the fence line and the walkway width on the drawing before you approve it. A pool laid out to the last centimetre of the plot can end up needing the deck rebuilt to pass inspection.

How to check a contractor’s reputation

Reviews are the weakest evidence available to you, and they are what most people rely on. Testimonials on a company website are chosen by the company. Five-star Google reviews cluster around the handover week, when every pool looks perfect. Here is what actually tells you something.

Read the licence, not the homepage.

Ask for a copy of the trade licence and read the listed activities. Contracting activities mean the company can legally hold and perform the works. A general trading activity means the company sells you a pool and hires someone else to build it, which puts a middleman between you and the people holding a rebar cage over your garden. Both models exist in Dubai. Only one of them is what you thought you were buying.

Ask about classification and staff certification.

Dubai Municipality grades contractors by financial capacity, technical staff qualifications and project history and maintains a central register tied to the Invest in Dubai platform. New entrants start at the bottom tier and move up on completed work. Technical staff are required to hold professional competency certificates. Ask which grade a company holds and whether its engineers are certified. A firm that cannot answer that quickly is telling you something.

Go and look at an old pool.

This is the single best check available, and it costs you an afternoon. Ask to visit a pool the company built five or more years ago, not last season’s showpiece. Look at the grout between the waterline tiles. Tap the tiles and listen for hollow spots. Check the coping edges for rust bleed and the plant room floor for staining. Ask the owner two questions. Did anything need fixing, and did the company come back?

Read the bad reviews only.

Filter Google reviews to two and three stars and read every one. Praise is generic. Complaints are specific, and they repeat. If four separate people mention the same thing, whether that is snagging that never got closed or a phone that stops being answered after final payment, you have found the pattern that matters.

Get the warranty split in two.

A single line saying “10-year warranty” is marketing. Ask for two written documents. One covers the structure and waterproofing. The other lists equipment, brand by brand, with the manufacturer’s own terms, which typically run one to three years on pumps, lights and covers. A contractor who will not put that in writing before you sign will not put it in writing after.
